Governor Pawlenty Issues Executive Order Targeting Well-Being of Minnesotans for Political Gain

Governor Pawlenty released an Executive Order today barring state agencies from submitting any applications to the federal government in connection with requests for grant funding for programs and projects connected with the federal health care reform bill. This order takes effect 15 days after publication in the State Register.

“Because of this executive order, the state of Minnesota will not be allowed to share in the bipartisan progress made through health care reform. It’s an unconscionable move at the expense of the health of Minnesotans,” said Sarah Stoesz, PPMNS President and CEO. “This action has moved Minnesota from the cutting edge to the back of the line,” Stoesz said.

One of the many funding opportunities lost as a result of Governor Pawlenty’s action is the loss of PREP, a program that would have provided nearly 1 million dollars in federal funding to the state of Minnesota for comprehensive sex education. This programming is profoundly needed in communities across the state.

“Minnesota’s young people are in the midst of an epidemic of sexually transmitted infections, with rates rising to historic levels,” Stoesz said. “The PREP program, which Governor Pawlenty turned down yesterday, was created to teach teens how to prevent pregnancy and sexually transmitted infections (STIs), including HIV/AIDS, protect their health, make responsible decisions, and learn critical skills needed to form healthy relationships with parents, peers and partners,” said Stoesz.

“Nearly half of all Minnesota teens are sexually active by their senior year. It’s not fiscally sound or morally responsible to deny these teens the information they need to prevent pregnancy and the transmission of infections that can lead to infertility and chronic illness,” Stoesz said.

“Planned Parenthood knows firsthand the power of education to help teens make responsible decisions about their health and calls on Governor Pawlenty to accept the funding and protect the health and well-being of Minnesotans,” said Stoesz.

“It defies logic that the governor of a state in a budget crisis would turn away nearly a million dollars in federal funding for services that are profoundly needed across Minnesota. Minnesota’s young people are in the midst of an epidemic of sexually transmitted infections, with rates rising to historic levels,” said PPMNS President and CEO Sarah Stoesz.

“The federal government is now committed to fully funding programs that work. Governor Pawlenty is refusing those funds in favor of failed abstinence-only policy that will cost the state of Minnesota nearly $400,000,” Stoesz said.

“The PREP program, which Governor Pawlenty turned down today, was created to teach teens how to prevent pregnancy and sexually transmitted infections (STIs), including HIV/AIDS, protect their health, make responsible decisions, and learn critical skills needed to form healthy relationships with parents, peers and partners,” said Stoesz.

A Peter D. Hart Research poll shows a majority of voters in nearly every demographic category, including Democrats, Republicans, and independents, as well as Catholics and evangelical Christians, support comprehensive sex education.

“Planned Parenthood knows firsthand the power of education to help teens make responsible decisions about their health and calls on Governor Pawlenty to accept the funding and protect the health and well-being of our young people,” said Stoesz.

American Feminist Barbara Ehrenreich to speak at NDSU

Noted journalist and social critic, Barbara Ehrenreich will appear at NDSU’s Festival Concert Hall on September 2nd at 7:00 p.m. Ehrenreich’s talk entitled “Women, Economics and Poverty: On (not) Getting by in America” is based on one of her most notable works.

Nickeled and Dimed

Ehrenreich went undercover to work a series of minimum wage jobs and report on the lives of women who live such lives. She worked in such occupations as cleaning and retail customer service. In reflecting on the experience, Ehrenreich said,

“This was a totally new experience for me as a writer, and I don’t just mean the manual labor involved in the jobs I took. I had never done much reporting before, and certainly not in the first person.”

Her book, Nickeled and Dimed: On (not) Getting by in America, was release in 2003. She examined various aspects of minimum wage existence, including the high costs that America’s lowest paid workers pay for using public transportation and having to live out of motels.

This documentary work has the distinction of also being made into a play.

After her experiences in reporting and writing this work, Ehrenreich threw herself into speaking about and helping to organize the workers she found in her minimum-wage odyssey.

But Ehrenreich’s achievements were not all centered on this one work

Other Achievements

Ehrenreich’s essays have appeared in a variety of places including Time, Salon.com, and The Atlantic.

This Ph.D. in cell biology followed up Nickeled and Dimed with a similar book, using underground reportage, to look at what has happened to America’s professional classes. Bait and Switch: The (Futile) Pursuit of the American Dream, examined, first hand, the lives of down-sized professional workers. This book also resulted in organizing activities on behalf of those she reported upon.

Ehrenreich has also been diagnosed with breast cancer and has written about those experiences as well.

Ehrenreich’s talk is part of the Laurie Loveland Speaker’s Series at NDSU. Loveland was a noted attorney and feminist. Loveland, an NDSU grad was instrumental in drafting the Master Agreement between the tobacco companies and 46 states in her role as Assistant Attorney General and Solicitor General for the state of North Dakota. NDSU offers a scholarship in her honor.

Emmer can’t hide from his extreme views

The National Organization for Marriage and the Minnesota Family Council recently announced that they’d be running a new radio advertisement in Minnesota.  The new ad slams Mark Dayton and Tom Horner for supporting same-sex marriage, while at the same time touting Tom Emmer’s support for a constitutional ban on gay marriage. (via the Minnesota Independent)

For the past several weeks Tom Emmer has been tacitly embroiled in Target’s PR nightmare centering around their $150K donation toward running pro-Emmer ads. While Target has had progressive policies towards same-sex couples and has sponsored Minneapolis’ Pride Parade, they’ve also decided to support Tom Emmer, an extreme social conservative who has made his stance toward GLBT equality perfectly clear.

But as the Minnesota Independent article hints, Tom Emmer is beginning to shy away from discussing his unpopular, conservative stances. During his appearance on Almanac’s debate last Friday, he was asked whether Minnesotans should be able to vote to constitutionally ban gay marriage, to which he replied:

“As a citizen I have a view that is well known. As a governor, it’s not going to be up to the governor. Whether it’s somebody that says they have to oppose it, it’s not up to the governor. It’s up to the legislature,” Emmer said. “And you know what, this election is not about those issues, this election is about the economy, and it’s about jobs.”

Emmer can try to dodge these kinds of questions, but when you have a record like Emmer’s—it’s hard to ignore the truth.

According to our friends at OutFront Minnesota, Tom Emmer has done the following 

-“Authored a constitutional amendment to exclude gay and lesbian couples from marriage and all other legal protections."

-“Voted to deny local governments the ability to offer domestic partner benefits to their employees.” 

-“Called HIV prevention outreach to gay men ‘disgusting discourse’ and led an effort to strip the Minnesota AIDS Project of state funding”

…and that’s just a FEW examples from a not-so-shortlist of anti-GLBT actions Tom Emmer has taken.

So often the groups and individuals who target GLBT rights are the same groups and individuals who are targeting reproductive rights. That is certainly the case with Tom Emmer. Tom Emmer has: 

-Voted numerous times against giving Minnesota teens responsible, age-appropriate, medically-accurate sex education 

-Voted against improving access to family planning services 

-Sponsored a bill to allow pharmacists the ability to refuse to fill birth control prescriptions.

Planned Parenthood believes in equality—reproductive rights extend to all people regardless of their sexual orientation. Tom Emmer’s extreme social conservative views are completely out of step with Minnesotans and so it’s likely that he will continue to downplay these views. We can’t let him hide from these issues. Minnesotans need to know that electing Tom Emmer would be a huge step backward for the health and rights of Minnesotans.

North Dakota Abortion ban ballot measure narrowly averted, for now…

This summer opponents of legal abortion were quietly, yet steadily, working to mount an unprecedented attack on women’s health in North Dakota.  They were busy attending county fairs, church groups and other community events gathering signatures for a ballot initiative for possible inclusion in the fall 2010 election.  The filing deadline with the Secretary of State came and passed. Fortunately, the anti- choice group was unsuccessful in gathering the 12,844 signatures needed. Unfortunately for the women of North Dakota, the group stated they will continue to push forward with another ballot initiative and possible legislation in the future.

What was the measure, you ask? Had the effort been successful the voters of North Dakota would have had a measure on their ballot titled “The baby decapitation and skull crushing ban”.  Clearly, and despicably, the sponsors of this measure attempt to manipulate voters by using emotionally-charged language. The intent is to shock you, upset you, and to control you.

This anti-abortion measure would have a devastating impact on women facing serious complications after the first trimester of pregnancy.  Many women seeking abortions after the first trimester very much want to carry their pregnancies to term, but they develop medical complications which threaten their own health or the health of the fetus. This initiative would severely restrict safe medical options for women in these difficult situations. 

This anti-choice effort is not over; it is really just the beginning. The sponsors of this measure are clear; they will use this time to continue their work, gather more signatures, and get the measure placed on a future ballot.  If that is not frightening enough, there is always the opportunity for the group to seek legislation during the 2011 session. Representative Dan Ruby (R-Minot), the sole sponsor of the 2009 “Personhood” bill which attempted to grant full human rights to a fertilized egg, was also a sponsor of this effort.  During the Personhood effort Ruby was quoted "I think North Dakota will be on the map to be the first state in recent years to mount a legitimate challenge to Roe v. Wade!" The goal is crystal clear.

Declining to sign the petitions illustrates that North Dakotan saw this effort for what it was- an attempt by opponents of legal abortion to push an unconstitutional agenda and allow the government to intrude into the personal lives of the people of North Dakota.

During this interim time, before the North Dakota Legislature convenes in January 2011, it is imperative for pro choice advocates and friends to come together and organize.  The first steps are simple and only take seconds. Chlamydia Summit Wrap Up

This week, Planned Parenthood joined public health leaders from across Minnesota for the first-ever Chlamydia Summit.

PPMNS is part of the Minnesota Chlamydia Partnership, a statewide coalition of concerned organizations that have come together to work toward improving the sexual health of young people in Minnesota. Our partners in this effort are the Minnesota Department of Health, the Dakota County Department of Public Health and Human Services, the City of Minneapolis Department of Health and Family Support, the Powell Women’s Health Center at the U of M and Teen Age Medical Services in Minneapolis.

We were proud to join medical, education and outreach professionals from across the state to tackle a serious public health problem.  And PPMNS staff turned out in full force to lead, contribute, listen and propose solutions.

A PPMNS Teen Council member shared his story of the frustration with the lack of responsible sex ed in schools.  A PPMNS clinician joined one of our public policy gurus in facilitating workgroup discussions. And our web editor shared new media strategies for reaching young people and educating them about sexual health.

It was an incredible day and a solid first step in addressing this epidemic.

We have reason to be concerned; chlamydia profoundly affects the Minnesotans we serve. More than 94% of Planned Parenthood’s 64,000 patients are women, the majority of whom are young adults, and 19% of whom are from communities of color. This population - female patients aged 26 and younger - are at the greatest risk of acquiring a sexually transmitted infection (STI).

Many STIs can cause permanent damage if not treated early and women infected with chlamydia are at risk of developing pelvic inflammatory disease.  Long term complications may include infertility, chronic pain and ectopic pregnancy and a significantly increased risk of acquiring HIV.

According to the Minnesota Department of Health, chlamydia cases have increased 88% in the past 10 years. This is intolerable. PPMNS is proud to work toward a solution to reduce the rates of chlamydia and prevent new infections in communities across the state.

Experiences from a Planned Parenthood Volunteer in Indonesia

My name is Tenzin, I’m from Minnesota, and this fall I’ll be a first year Pharm.D student at the College of Pharmacy at North Dakota State University. But right now, I am studying Indonesian and interning at the Planned Parenthood of Indonesia in Bandung, Indonesia.

My internship was made available through the Freeman Indonesia Non-profit Internship Program in order to strengthen the relation of Indonesia and U.S.A through non-government organization internships. I had chosen the public health sector due to my interest and experience in the health field. I believe that health education should be a right to every human being since this knowledge is essential for well-being. When I found out I was placed in the Planned Parenthood of Indonesia (PKBI in Indonesian), I felt it perfectly suited my beliefs and aim in life

My internship experience includes many different aspects of family planning and reproduction education in Bandung. I work to educate the general public/students as well as doing outreach work to female sex workers, the HIV positive population, injection drug users, street children, and other marginalized communities about reproductive health. In Indonesia sexual education is forbidden in schools and the general public is very secretive when it comes to talking about sex.

I am learning so much about family planning, the role of the government and the importance of NGO’s like PKBI. I am planning to give back to the community here by organizing an event on a college campus to raise awareness about sustaining Bandung socially, economically, and environmentally and by presenting materials from Planned Parenthood MN-ND-SD to help organize volunteers.

My experience here feels so surreal. This internship has given me the opportunity to meet courageous people and hear unbelievable stories. I have observed and listened with a strong heart and held the tears, but sometimes it’s too much to hold back. One particularly moving moment was when I was helping a young woman whom I had only met a week before while I was doing outreach work. This woman is HIV positive, a former drug addict, pregnant, a mother of a young child, and a sex worker who lives on the streets. She’s about the same age as me but with unimaginable experiences.

Ibu, a co-worker convinced the young woman to get help. Through our work she will be staying at a center for HIV+ people, no longer living on the streets, for the next 6-12 months. She also will receive job training for the future. The name “Ibu” means mother in Indonesian and that was exactly who she was to the young woman. Ibu held the young woman’s hand throughout the journey and kept repeating words of encouragement. She told her to try her best here to help herself and her children. Ibu kept repeating a word, “senang”, and each time was followed by a hand on her heart. Senang means happy in Indonesian. Later I found out she kept saying that the only thing she wanted from the young woman was for her to be happy, which would only come if the woman did her best to change her life for the better. When we all said goodbye, I felt my strength weaken and tears silently rolled down my cheeks as Ibu gave her words of encouragement for the last time that day.

The inspirational people I have met here, like Ibu and the young woman, gives me more motivation to continue my interest in helping others in the public health field. This internship keeps giving me these unbelievable experiences, which I am proud to be part of and am forever grateful for.

The Midway Neighborhood History in Photos

One of the most exciting things about our new flagship health care center and administrative headquarters is its proximity to the light rail line. Located in the Midway area (between Minneapolis and St. Paul) and just a few blocks from the future Raymond Avenue Light Rail stop, our reproductive health care and education services will be more accessible than ever.

Planned Parenthood has been part of Minnesota’s health care infrastructure for the past 82 years and we’re excited to be moving to the Midway. While doing some research on our future neighborhood, we discovered a batch of great photos from the 1940s and 50s just blocks from where our new building will be constructed.

Minnesota (and North Dakota and South Dakota) nice translates into high rates of volunteerism

A new report released by the Corporation for National and Community Service reveals that the Minneapolis-St. Paul area is the American large city with the highest average percentage of volunteers – 37.4%. More cool news – when looking at the rankings for mid-sized cities, Sioux Falls, SD comes in at #11 with a rate of 36.9%, and three states making an appearance in the top 15 include Minnesota (#3), South Dakota (#6) and North Dakota (#12). 

Hey, that’s all of you, the thousands of supporters who’ve volunteered for Planned Parenthood in its clinical and community work across Minnesota, North Dakota and South Dakota! And it’s also you, those of you who may be reading this and have volunteered at other social service and arts organizations, schools and churches in communities all across our service area. Congratulations, Minneapolis-St. Paul and Sioux Falls, and the states of Minnesota, North Dakota and South Dakota, on coming out on top and a big thank you for joining the 63.4 million Americans who in 2009 volunteered to help their communities.

New report shows Minnesota women still face many hurdles

A new report published by the Women’s Foundation of Minnesota and the Humphrey Institute illustrates that Minnesota women still face an uphill battle when it comes to issues like health, safety, wages, and leadership.

Some of the reports findings(pdf): 

    • • Compared to a full-time working white man, white, African American and Latina women earn $.76, $.61, and $.56 on the dollar, respectively.
    • • Women over 65 live below the poverty line at rates more than double men over 65.
    • • By mid-life, nearly one third of women will have experienced a rape crime

Improving access to family planning is an important way to combat some of these issues addressed in this new report. When women are able to choose when they have children, they are better able to focus on their education and career pursuits. And when women are able to choose when they have children, they are also more prepared and better equipped to manage the financial requirements needed for raising a child. Both of these factors lead to better economic success and improved health outcomes for women. Planned Parenthood is committed to improving access to family planning and health care for women all over the state.

Planned Parenthood Minnesota, North Dakota South Dakota recently published a report(pdf) on the state of rural women’s health in Minnesota. The report finds that rural women are more likely to Women's Foundation of Minnesotalive in poverty, more likely to be uninsured or underinsured, and more likely to have limited health care resources when compared with their urban counterparts. These are also factors that are contributing current state of women’s well-being in Minnesota.

Planned Parenthood applauds the Women’s Foundation of Minnesota for raising awareness around the critical issue of women’s equality. Next week, the Women’s Foundation will embark on a 9-day trip to present the new report and gain a better understanding of what the report’s findings look like on the ground. The Road to Equality Tour will visit Warroad, Moorhead, Grand Rapids, Duluth, Willmar, St. Cloud and Rochester. Statement on the Anniversary of the Murder of Dr. George Tiller

Monday May 31 marks the one-year anniversary of the senseless murder of Dr. George Tiller, a physician from Wichita, Kansas, who courageously provided needed reproductive health care to women facing some of the most difficult medical circumstances and complex pregnancies.

Despite facing violence and intimidation by opponents of legal and safe abortion throughout his career, Dr. Tiller remained committed to providing women and their families with compassionate care.

On April 1, Dr. Tiller’s murderer, Scott Roeder, was convicted and sentenced to life in prison. Although the person responsible for Dr. Tiller’s murder is being held accountable, the tremendous loss of Dr. Tiller will be felt for years to come by his family and friends and the women who may need critical care when faced with a complicated pregnancy.

Dr. Tiller’s murder is a reminder of the threat abortion providers face every day.  We appreciate the efforts of the Obama administration and the Department of Justice to work with the reproductive health care community to address the threats and harassment that our providers deal with daily.

Planned Parenthood’s hope is that the virulent and inflamed rhetoric directed at abortion providers and women who seek abortion de-escalates. There is simply no place in civil society for this outrageous and frightening intimidation.

We mark the sad occasion of the anniversary of Dr. Tiller’s death by remembering his family, his community and his patients across America who were touched by Dr. Tiller’s courage and compassion.

Anti-choicers gather at our future building site

We knew it was bound to happen sooner or later, but now it’s official. The protests have begun at the future site of our health care center and HQ in St. Paul.

Yesterday, about 35 anti-choicers gathered in front of our future building site to protest our new location and the critical health care we provide to Minnesotans. In the video below, you will see the anti-choicers gathered on the very edge of our property line—the building you see in the background is currently on our site. Before construction on the new building can begin, the existing building must be demolished and the site must go through soil remediation.

Monday night the Planned Parenthood Minnesota, North Dakota, South Dakota Action fund held a fundraiser to help elect a pro-choice Governor here in Minnesota.  The event featured three incredible pro-choice advocates: Mayor Chris Coleman of St. Paul, Speaker of the House and Planned Parenthood Endorsed Gubernatorial Candidate Margaret Anderson Kelliher, and the fiercely pro-choice Governor of Wisconsin, Jim Doyle.
 
If you missed the event, you can still make a contribution to our effort to elect Margaret as pro-choice Governor of Minnesota.

Chris Coleman started out the evening giving a little insight into our new building in St. Paul, joking that the only kind of battles that Planned Parenthood faces with this building is whether or not to have a green roof or what kind of stone we’ll be using.  “These are the kinds of battles that we fight when we’re talking about women’s health in the city of St. Paul” said Mayor Coleman, as the crowd laughed approvingly. We are so grateful to Mayor Coleman for his strong support for Planned Parenthood and for improved access to care for the citizens of St. Paul and beyond.
 
Next, our Planned Parenthood Action Fund endorsed candidate for Governor, Speaker Margaret Anderson Kelliher shared a personal story about why Planned Parenthood’s services are so important.
 


 
Finally, Governor Doyle, Wisconsin’s pro-choice Governor gave a wonderful speech, perfectly illustrating why having a pro-choice Governor truly matters. Governor Doyle has been a strong advocate for pro-choice issues and has aggressively sought a pro-choice agenda, recently signing a comprehensive sex ed bill into law. Minnesota has sought similar legislation for a long time, but Governor Pawlenty has made it clear that arming Minnesotas teens with the information they need to keep themselves healthy is not a priority.  Check out a portion of the Governor’s speech highlighting some of his accomplishments and illustrating the importance of the role of the Governor.

California cuts teen pregnancy rate in half; Can we do the same in MN?

As if we needed any more proof that a comprehensive, responsible sex ed is needed to reduce the teen pregnancy rate, along comes more analysis that reinforces what we know: comprehensive sex ed works.  Between 1992 and 2005, California’s teen pregnancy rate declined by more than 50%. How did they do it?

“California has made teen pregnancy prevention a high public policy priority, with a strong emphasis on providing teens comprehensive sex education and the health care services and counseling they need to prevent pregnancy,” says Heather Boonstra, author of the new analysis. “Above all, California’s success demonstrates that policies matter—both in allotting the necessary resources and in ensuring that the right types of information and services are available.” 

Along with improving access to contraception, bipartisan commitment to the issue, and input and involvement of private foundations, Boonstra credits comprehensive sexuality education as one of the core factors for California’s success.  California is the only state to not accept any federal abstinence-only funds and shifted its resources to evidence-based, medically-accurate, age-appropriate comprehensive sex ed programs.  “The whole of the effort clearly added up to more than the sum of the parts,” Boonstra said.

In 2007 over 7,000 Minnesota teens between ages 15-19 became pregnant along with 120 females under the age of 15. While Minnesota’s teen pregnancy rate is one of the lowest in the nation, these stats are still troubling. Every day in Minnesota, about 20 teens become pregnant.

89% of Minnesota parents support comprehensive sex ed yet Minnesota does not have any sex ed policy on the books, though it’s not for lack of trying.  In past years, Governor Pawlenty has made it clear that he would not support a comprehensive approach to sex education.  If Minnesota wants to replicate California’s model for success, we have a long way to go. Perhaps next year we will elect a pro-choice Governor who supports comprehensive sex ed, and would sign this common-sense approach to reducing teen pregnancy.  Doing so would be a major step forward for the health and lives of Minnesota teens. Help us make it happen.

Earlier this month, Planned Parenthood Minnesota, North Dakota, South Dakota announced that we would be building a new flagship health care center and administrative headquarters along the Central Corridor in the Midway area of St. Paul.

The Central Corridor is an 11 mile light rail track line that connects 5 major neighborhoods of the Twin Cities: Downtown Minneapolis, the U of M, the Midway area (our future home), the Capitol, and Downtown St. Paul. The new transit line will include 18 new stops and share 5 additional stops with the Hiawatha line and is slated to be completed by 2014.   Creating this link between the two downtowns has been a long time coming, and PPMNS is so excited to be located just a block off the new line near the Raymond Avenue stop.

Over 60,000 Minnesotans came to Planned Parenthood for health care this year alone. From family planning, to STI testing and treatment, to cancer screenings, Minnesotans understand and appreciate the important care Planned Parenthood provides. That’s why so many Minnesotans stepped forward and made generous donations to make our new flagship health care center in St. Paul possible. This building is a testament to the support we have in the community.

Despite the fact that 95% of what Planned Parenthood does is preventive care, there’s just no pleasing some people. And by some people, I mean anti-choicers. As expected, they’re tossing around their normal buzzwords and hoping something sticks. Let’s take a look at the top three anti-choice quotes this week.

On 50th Anniversary of the Birth Control Pill, Three Out of Four Women Say the Pill is Essential

St. Paul, MN — With the 50th anniversary of the approval of the pill in the United States being marked this weekend, Planned Parenthood released a national survey that found three out of four women said that the birth control pill is one of the most important medical advances of the last century and has had a positive impact on women’s day-to-day lives. This finding comes almost 50 years to the day after a U.S. Food and Drug Administration (FDA) Advisory Committee voted to approve the use of the first birth control pill on May 9, 1960. The pill was formally approved as an oral contraceptive by the FDA on June 23, 1960.

“The anniversary of the pill marks one of the most transformative medical breakthroughs of the past 100 years. Planned Parenthood is proud to ensure that every woman in Minnesota who needs access to family planning has it,” said Planned Parenthood Minnesota, North Dakota, South Dakota (PPMNS) President and CEO Sarah Stoesz.

In Minnesota, Planned Parenthood has been offering trusted and reliable information to women for more than 80 years.  Last year alone we provided nearly 200,000 cycles of the birth control pill to women in need of affordable, accessible contraception. Ninety-five percent of the care Planned Parenthood provides is preventive and primary. In 2009, PPMNS provided more than 300,000 units of contraception, nearly 58,000 STD tests, more than 20,000 breast cancer screenings and over 17,000 cervical cancer screenings to women and families in need of health care throughout our region.

Since the FDA’s approval of the pill, the number of women who die as a result of pregnancy each year has dropped by half. During that same period, there was a threefold decline in infant deaths. The number of unplanned pregnancies has also declined. And as access to contraception has increased, the rate of abortion has decreased.

The poll released today was designed by Lake Research Partners and administered by Caravan in an omnibus survey conducted by telephone, using professional interviewers. The survey reached a total of 1,009 adults 18 years of age and older, nationwide in the continental United States. It was conducted April 29–May 2, 2010. The margin of error is +/- 3.1 percent.

PLANNED PARENTHOOD MOVING FROM HIGHLAND PARK NEIGHBORHOOD, OPENING NEW HEADQUARTERS IN ST. PAUL

Planned Parenthood Minnesota, North Dakota, South Dakota (PPMNS) is proud to announce the construction of a flagship health care center and administrative headquarters building in St. Paul.

“This is an exciting new chapter in our 82 year history, and it’s made possible entirely by the generosity of our many donors and supporters, who for generations have trusted us to provide quality, affordable and confidential health care services,” said PPMNS President and CEO Sarah Stoesz.

The state-of-the-art, LEED-certified building will be located just off the Central Corridor at Charles and Vandalia streets and is slated to be completed in December 2011. The building is designed as a 46,000 square foot, three story structure with a planned future fourth floor of office space. The building will house community education and administrative offices and a full-service reproductive health care clinic.

It will offer patients a comfortable and secure environment for the excellent care they have come to expect from Planned Parenthood. And it will allow PPMNS to streamline its operations in a more accessible location while bringing activity and vitality to the Central Corridor. The Highland Park clinic will remain open until the new location is completed in 2011.

The first book we’ll be reading is “Female Chauvinist Pigs” by Ariel Levy, an examination of the place of women in the rise of raunch culture. Questions are posed about the role models of today's society, buzzwords surrounding sexuality today, and the relationship of women with feminism from the past and feminism from today.

Come Join PPMNS volunteers and Friends to discuss this book, woman’s rights, and popular culture’s perspectve towards women. It should be a thought-provoking discussion and an awesome chance to connect with friends of PPMNS.

Well, the DFL convention is already underway—by Saturday night we’ll know who the DFL nominated candidate is. Very exciting!Elect a pro-choice governor

But how do all of the candidates at the convention stack up on choice? Here’s a run down of the six DFL candidates who are seeking endorsement:

Former Minority Leader Matt Entenza: Throughout this 12 years in the Minnesota House, Matt maintained a 100% pro-choice voting record.

Speaker Margaret Anderson Kelliher: As speaker, Margaret has led many efforts to defeat anti-choice bills. As a house member, she was the author of the EC in ER bill as well as the Reproductive Privacy Act.

Senator John Marty: John was the author of the Prevention First bill in 2007 that increased funding for family planning and he has had 100% pro-choice voting record through his career in the Senate..

Rep. Paul Thissen: As the chair of the health policy committee, Paul has been a leader on responsible sex education, and has been integral to ensuring that family planning is fully funded.

Rep. Tom Rukavina: Tom has served for 24 years in the Minnesota House and been a 100% pro-choice voter throughout.

Mayor R.T. Rybak: R.T. has been a leader in teen pregnancy prevention and has been pushing the city to create comprehensive plan to address this problem.

Minnesotans are fortunate to have such a strong field of Pro-Choice candidates. The key will be ensuring that one of them wins so that Minnesota will finally have a pro-choice governor after too many years rolling back women’s rights.

Over the past couple of years, Planned Parenthood has become increasingly involved in the issue of environmental toxins and how they affect our reproductive health. Scientists are continually finding that many of the chemicals contained in products we use daily are having a negative effect on our health—particularly our reproductive health. As protectors of reproductive health, we are committed to addressing this looming environmental issue.

To that end, we’ve created a video that explains why environmental health is an issue that pro-choicers should care about. Happy Earth Day!

Well happy almost Earth Day! You might be wondering why a Planned Parenthood blogger is wishing you a Happy Earth Day.  Yes, I am a bit of a tree hugger, but I’m not the only one.  Over the past couple of years, Planned Parenthood has become increasingly involved in the issue of environmental toxins and how they affect our reproductive health.  Scientists are finding that many of the chemicals contained in products we use daily are having a negative effect on our health—particularly our reproductive health. As protectors of reproductive health, it’s time for Planned Parenthood to get involved in this issue.

To that end, I’ve created a BRAND NEW video that further explains Planned Parenthood’s involvement in the environmental health issue and explains some of the ways our reproductive health is affected by the chemicals we encounter in our every day lives. Planned Parenthood Statement on MDH Report on Sexually Transmitted Infections in Minnesota

Today, the Minnesota Department of Health released the latest report on sexually transmitted infections (STIs) in Minnesota. The report shows that STIs have decreased 5% overall since 2008. Chlamydia rates have held steady while gonorrhea and syphilis rates in Minnesota have gone down 24 and 28 percent respectively.

“Today’s report is good news and a step in the right direction, but there is much work left to be done. STIs rates across Minnesota are still far too high. Lawmakers, the public health community and citizens must come together to address STI rates in our communities,” said PPMNS President and CEO Sarah Stoesz.

The Minnesota Department of Health released figures earlier this year showing an alarming increase in HIV infections among young Minnesotans, with new HIV cases in the state increasing by 13 percent in 2009, marking a 17-year high.  In addition, the state has seen successive increases in the rates of STIs over the past several years.  Last April’s 2008 STI report showed the highest level of infections ever, with over 17,000 cases reported.

Last month, PPMNS released a report on sexually transmitted infections (STIs) as part of a sustained effort to raise awareness of the STI epidemic in Minnesota. The report contextualizes the impact of STIs and HIV and calls on lawmakers to address this need with additional funding, a public education campaign as well as school-based, age-appropriate comprehensive sexuality education programming that would offer young people the information and means to protect themselves.

“This is a serious public health issue that needs attention now. We need to embrace public policy solutions. Doing so will result in healthier young people and a healthier Minnesota,” said Stoesz.

Planned Parenthood sees the toll STIs take on our communities across the state each day. More than 94% of Planned Parenthood’s 64,000 patients are women. This population - female patients aged 26 and younger - are at the greatest risk of acquiring an STI. Many STIs s can cause permanent damage if not treated early. For example, women infected with gonorrhea or chlamydia are at risk of developing pelvic inflammatory disease.  Long term complications may include infertility, chronic pain and ectopic pregnancy and a significantly increased risk of acquiring HIV.

Planned Parenthood administers approximately 62,000 STI tests annually, including HIV, chlamydia, gonorrhea, and HPV.  Planned Parenthood provides reproductive health education programming with a focus on reducing STIs and HIV and unintended pregnancies and provides sex education programs that empower communities to make healthy, responsible decisions about their reproductive health.

Teen Council Members Truc and Zoey attend the Young Leaders Summit

How were you and your affiliate chosen to participate in the Young Leaders Summit and what were other groups like?


Truc: When Jamie and Emily introduced the idea of the Young Leaders Summit (YLS) I could picture our entire council rocking D.C. After attending the Young Leaders Summit and learning about the other Planned Parenthood youth programs, retrospectively the Teen Council was unique and versatile. We're a council made up of incredible leaders. It's too bad not all of us could have gone! Since only 2 could be chosen, our council decided on individually writing a short essay about who we are, how we got involved in Teen Council, what we want to gain from the YLS and most importantly why we wanted to attend it. Jamie and Emily, our teen council advisors, asked a separate committee to choose the two peer educators because they love us a lot and wouldn't be able to choose! We also decided a first year and a Senior TC member would be chosen. Once the 2 were chosen Jamie and Emily applied for the YLS itself. Our application included the winners' essays and a plethora of candid pictures of us in action in the community. We got chosen cause we're kinda a big deal! And probably because we do outstanding work for the organization.

Zoey: At the Young Leadership Summit in Washington D.C there were approximately 70 teens involved. Sixteen different Planned Parenthood affiliates were represented and each one had a unique way of teaching comprehensive sexual education to students within their communities. Each affiliate created a brief presentation before arriving at the Summit so we were able to share our different ways of teaching with one another. A group from Eureka, California representing the Six Rivers Planned Parenthood affiliate taught through song and theater. They presented and taught a variety of topics that encompass sexual education as a whole, such as healthy relationships, proper use of contraceptives, and what sexual violence is and what resources people have if they experience sexual violence. There were also other affiliates who taught the same way that our councils in Minnesota teach. Though we taught the same way, we were still able to share our knowledge and different group and education games and so forth so that we could bring back new and improved ways of getting our important messages across.

What was your favorite part of the Summit?

Truc: My favorite part of the summit was being selected to help present about the Young Leaders Summit to all of the CEO’s and Board Chairs from across all affiliates of the nation at their National Conference. We had broken into small groups and wrote “We Believe” statements that allowed us to brainstorm and build a vision for how young people are involved at Planned Parenthood. The “We Believe” statements were incorporated into this presentation and I was one of two young people that got to read them. It was such an empowering feeling to speak to the board members and CEOs that help keep Planned Parenthood's doors open. They were listening to us. The youth that volunteer for their organization! We got the opportunity to offer our insight that they will consider and seriously take into account. It is a huge testament to how great Planned Parenthood is and its efforts to integrate every component of the organization to improve it.

What are you bringing back to the Teen Council from the Summit?

Truc: Raw ideas ready to be implemented for PPFA’s national month themes. A new eagerness for the work and service we do. Diversity and perspective from other youth across the nation. I learned about reproductive justice and Planned Parenthood's new goals about how to fight for it. Pictures of Cecile Richards! Modest bragging rights because I got to meet Cecile Richards. And most importantly: hope for the future of Planned Parenthood because the Teen Council and all the youth programs nationwide are the future. At least that's what Cecile said and what she says goes!

Zoey:  Truc and I were very lucky to be chosen to go to the Summit. We repeatedly acknowledged that we were simply representing a bigger group of people who are just as experienced and knowledgeable as we are. We will bring many things to the council from the Summit. My favorite thing that we will be participating in is the movie premiere night for the GYT campaign. We will start to do more events encompassing more issues such as GLBT rights. Jamie came up with an amazing knew campaign, “Would you rather…”,  that we will hopefully begin to put to use in May, Teen Pregnancy Prevention Month. Truc and I learned so much while we were on the trip. The one thing that I know neither of us will ever forget is how appreciated we felt throughout the duration of the experience in D.C. It felt amazing and empowering to know that the work we do really means something, that we’re not just teens, and that we can and do make a difference.

PROTEST TO DRAW OVER A THOUSAND OUTSIDE PLANNED PARENTHOOD CLINIC IN SAINT PAUL

St. Paul, MN – Today crowds will gather to protest outside of the Planned Parenthood clinic in St. Paul in an organized attempt to harass and intimidate patients in need of essential health care services. The protests, led by Pro-Life Action Ministries, have occurred every year for more than two decades.

"Planned Parenthood has served Minnesotans for more than 80 years, providing health care, education and advocacy to women and families across the state. We are the leading provider and champion of women’s health care across Minnesota. We have been an established and respected member of this community since 1928 and we are here to stay,” said Planned Parenthood President and CEO Sarah Stoesz.

“Last year alone, PPMNS provided more than 300,000 units of contraception and nearly 20,000 breast cancer and cervical cancer screenings to women across our region. Every day we work to strengthen the health and well being of women and families through strengthening public health and broadening access to preventive care,” said Stoesz.

Minnesotans have joined with Planned Parenthood to support its work during the protest. A multi-faith pro-choice prayer service will be held by a diverse group of religious organizations seeking to show support for PPMNS and the women we serve.

The service will be held at 10:00 a.m.

Supporters have chosen to “Pledge- a- Protestor” this year, designating a pledge amount for each protestor that shows up outside of the clinic on Friday. The money raised will assist Planned Parenthood in its commitment to the patients it serves. Staff and supporters of PPMNS are also asked to bring items for a food drive to benefit a local food shelf.

It’s been less than a week since health care reform passed and it seems like all hell has broken loose. Not because the so-called “government take over of health care” has led to death panels, rationing, and socialism—but because anti-choicers and other extreme right-wingers are channeling their “patriotic dialogue” into a violence. Via the Star Tribune:

Windows were shattered at four Democratic offices in New York, Arizona and Kansas and at least 10 members of Congress have reported some sort of threats, leaders said. No arrests had been made as of Wednesday, but the FBI is investigating.

It’s not a surprise that a lot of this violence is being directed toward Representative Bart Stupak, author of the Stupak Abortion Ban language. He is currently receiving heat from his former allies (the anti-reform Republicans) for changing his stance and supporting health care reform in exchange for an executive order from the President that reinforces the Hyde Amendment. Stupak has received numerous threats via fax and phone messages. His office released some of threats being made against him:

 

"I hope you bleed ... (get) cancer and die," one male caller told the congressman between curses.
A fax with the title "Defecating on Stupak" carried a picture of a gallows with "Bart (SS) Stupak" on it and a noose attached. It was captioned, "All Baby Killers come to unseemly ends Either by the hand of man or by the hand of God."

Strong words coming from people who are ostensibly “pro-life.”  What makes all of this even more absurd is that the health care reform bill truly is a “pro-life” bill. This legislation will extend coverage to tens of millions of women and families, guarantee women access to affordable lifesaving screenings for cervical and breast cancer and other preventive tests, protect women against gender discrimination by private insurers, end the practice of dropping coverage because of pre-existing conditions, and significantly increase insurance coverage of preventive reproductive health care, including family planning. It will do all of that and a whole lot more to improve and save the lives of countless Americans.

It would be a huge an understatement to say that Representative Stupak has been a thorn in our side—his original amendment to the House bill would have all but banned abortion for middle class women. But, personally, I felt somewhat heartened when I heard his speech against the motion to recommit the bill. I felt it illustrated a more complete understanding of what being “pro-life” is all about.

 

Here's an excerpt: “Democrats guarantee all life, from the unborn to the last breath of a senior citizen, is honored and respected.  For the unborn child, his or her mother will finally have pre and post natal care under our bill. If the child is born with medical problems, we provide medical care without bankrupting the family. For the republicans to now claim that we send the bill back to committee under the guise of protecting life is disingenuous. This motion is really to politicize life not prioritize life. We stand for the American people, we stand up for life.”

I’m not sure what anti-choicers find so reprehensible in that statement that they think it’s okay to yell “Baby Killer” on the floor of the House or make repeated threats against Stupak and other House members.

Dialogue is okay. Debate is okay. Protests are okay. But making violent threats against people in the name of “life”? Definitely NOT okay.

“For more than a year, Planned Parenthood has worked tirelessly for a health care reform bill that would fix our broken health care system, strengthen women’s health, and achieve quality, affordable health care for all Americans. Monumental progress was made toward achieving these goals with the passage of historic health care reform legislation by the U.S. House of Representatives, despite a symbolic gesture, in the form of an Executive Order, to anti-choice Congressman Bart Stupak (D-MI), which has diverted attention from the central goal of health care reform — controlling costs and extending coverage.

As a trusted health care provider to more than 60,000 women and families across our region, Planned Parenthood applauds the fact that this legislation would extend health care coverage, including family planning, to tens of millions of women and families, guarantee access to affordable life-saving screenings for cervical and breast cancer and other serious health problems, protect women against gender discrimination by private insurers, end the practice of dropping coverage because of pre-existing conditions, and significantly increase access to reproductive health care. The proposal also includes a commonsense provision to expand family planning under Medicaid, which would significantly increase access to essential preventive health care for millions of women.

Planned Parenthood is also extremely pleased that members of the House listened to the millions of women and men who expressed their strong opposition to the Stupak abortion ban. Stopping the Stupak ban was a priority for women across the country who rejected the notion that they would not be able to even use their own money to obtain private insurance coverage for abortion. It was a tough fight, but we salute Speaker of the House Nancy Pelosi (D- CA) and members of the House Pro-Choice Caucus, and all others who stood up for women’s health and women’s rights.

PPMNS applauds the members of Congress who voted for this historic legislation: North Dakota Representative Pomeroy and Minnesota members Ellison, McCollum, Walz, and Oberstar joined a total of 219 Democratic colleagues in voting for final passage of the bill.

We are deeply proud that we have been a part of transforming health care in America.”

Rochester Teens awarded President’s Volunteer Service Award

Planned Parenthood of Rochester awarded 12 teen volunteers with the PRESIDENT’S VOLUNTEER SERVICE AWARD, a national honor offered in recognition of volunteer service. As a team, the 2009 – 2010 Teen Council volunteered over 1,900 hours at the end of 2009. Seven members received the Bronze Award (100 – 174 hours) and five received the Silver Award (175 – 249 hours)! Teen Council members awarded include: Jessica, Kristen, Kate, Kassie, Liv, Sarah, Baihley, Ellie, Kathryn, and Anna.

Planned Parenthood has a long history of volunteer service, and more than 25 volunteers perform community service each year on behalf of the organization in Rochester. The Teen Council program consists of twelve 10th – 12th grade student volunteers who are trained provide professional peer education and service in southeastern Minnesota. Most recently the Rochester Teen Council organized an event that provided free HIV testing to Rochester residents. Next week Rochester Teen Council members will participate in Youth Lobby Day at the MN State Capitol. They will speak at the noon rally and lead an education session designed to teach young people how to educate their elected officials about things that are important to them, like state mandated responsible sex education!

Jessica Valenti visits SDSU

Speaker Jessica Valenti caused quite a stir across the campus of SDSU last Tuesday. Whether the comments were positive or negative, Valenti definitely raised some serious debate about the subjugation of women. But let’s focus on the positive: a male who had no choice but to go to the speaker for class credit sat next to me. When we left, he had nothing but good things to say.  He had never even thought about the discrimination in different fashions, literally. Jessica displayed some alarming graphics including t-shirts targeted at young girls boasting messages like “no means no, well unless I’m drunk” and “who needs brains when you’ve got these” written across the bust.
 
Valenti spent most of the night discussing her latest book, The Purity Myth. She explained the concept of Purity Balls, where girls pledge their virginity to their father until they are married. Barf.
 
The Q and A session of the night was interesting. One woman stated that she was 24, Catholic, a virgin, and disease free and she is proud of it. “So why is that so bad?” she asked. Valenti again tried to explain her point: It is not bad in any way, but why is not being a virgin so bad?
 
One of Valenti’s visuals included a bouquet of roses with a card describing the problem with pre-marital sex: every time you engage in sexual activity before marriage a petal falls from your rose. “Don’t leave your husband holding a bare stem.” One of the fraternities on campus took this explanation literally by handing out roses to women on Wednesday with notes that claimed You’re worth the wait. 
The implication that non-virgins are not worth the wait is damaging and particularly irritating coming from fraternity brothers who notoriously celebrate precisely the kinds of attitudes embodied in the shirts that Valenti finds problematic.
 
I think Valenti broke some ground in our conservative little bubble that is SDSU. Liz Jeppesen, President of the Campus Women’s Coalition wrote that “It takes a lot for most people in South Dakota to start a serious, intelligent discussion about feminism and media images.”  Valenti was hilarious yet strong on all of her points. Women are worth respecting no matter what decision they make and you can still be a great person even if you are not “Pure.”

Testifying in Support of Sex Ed

My name is Frederick and I'm the community Initiatives Manager for Planned Parenthood Minnesota, North Dakota, South Dakota. Last Tuesday, I was honored to testify to the Minnesota Senate Health, Housing and Family Security committee on the need for comprehensive sexuality education, specifically in the immigrant community. SF 2645, the Responsible Family Life and Sexuality Education Bill, would give Minnesota teens the knowledge they need to avoid unintended pregnancies and STIs, and help promote healthy relationships. The bill passed through the Health, Housing, Family Security committee with a voice vote-- let's hope legislators continue to support this bill. The health of Minnesota teens is at stake!

Many men report dissatisfaction with the fit of condoms

According to a study conducted through the Kinsey Institute for Research in Sex, Gender, and Reproduction website, almost 45% of men surveyed reported dissatisfaction with the last condom they used during sex within the past three months. Encompassing 436 men ranging from 18-67, these men also revealed that condoms were 2.5 times more likely to break. 

Although at first glance ill-fitting condoms do not seem to be a big issue, producing condoms that leave customers frustrated and irritated with use can spell out a number of greater problems later. Opting not to use protection, removing the condom before the sexual act is completed, or having the condom break can result in the spread of STIs or pregnancies .

Condoms have always been a popular form of birth control, for their simplicity and affordability, as well as effective protection against sexually transmitted infections. The fact that nearly half of the population of men surveyed was not happy with the condoms they were using surprised me. As the article states, it's a public health concern to ensure quality and suitably-sized condoms are made available for men. It would be interesting to know what brands of condoms these men were using or whether the condoms were ill-fitting because they were too big or too small. Regardless, unless it is designed well, people will find an excuse not to use it even if it's the only form of protection they have.

That this trusty old method could be come under fire by its consumers intrigued me into digging a bit into the history behind condoms. Or in this case America’s most popular brand, Trojan. Currently, Trojan condoms are manufactured by Church and Dwight Co., Inc. (also the makers of Arm & Hammer!) after its acquisition of the parent company in 2001.

Trojan has been sold in the United States since 1927, originally by Youngs Rubbers. The company was started by a New Yorker named Merle Leland Youngs. Prior to this, condoms were linked to a seedy image. To sell his product, Youngs simply marked his packages with the image of a Trojan helmet as a symbol of protection and virility. This was at the end of WW1, when returning soldiers were also coming back with a number of venereal diseases, such as syphilis.

Today, Trojan accounts for 75% of condom sales in the US, followed by Durex at 15% and LifeStyles at 9%. According to its website, there are over 30 different types of condoms produced by Trojan, and each condom is individually tested for quality. World Health Organization (WHO) guidelines require condom tests to measure the durability of a condom against factors of pressure, temperature and volume. With Trojan alone offering over 30 types of condoms, one would think that there would be a condom that could meet each person’s expectations. With the risk of potential unplanned pregnancy or STI transmission, it is crucial that people find a condom that works best for them.

Ironically, as a brand historically lauded for its reliability, Trojan appears to be losing touch with its original function, if those dominating sales have anything to say about what brand the men from the study are using. Maybe Trojan should bring the focus of condom designs back to comfort and fit.

Contraceptive Equity in South Dakota Update

The South Dakota Legislative session finally heated up (in a good way) with a flurry of activity around our pro-active legislation, HB 1156 – Contraceptive Equity. After being deferred in committee for several weeks, HB 1156 was put to vote in the House Commerce Committee. Bill sponsor, Representative Joni Cutler delivered an eloquent and well-researched rebuttal, answered thoughtful questions from the committee, and lead an emotional committee discussion. Unfortunately, the bill was deferred to the 41st day by one vote. (This is the polite way to do away with one’s bill without actually killing it.)

Later that afternoon, HB 1156 was “smoked out” of committee gaining over the 1/3 of votes needed to revive a piece of legislation. The House Commerce Committee moved it to the Floor of the House with a recommendation of "DO NOT PASS." The first vote -- to strike the "NOT" and move the bill to a debate on the House Floor – failed. HB 1156 is finished.

The final vote was 30-38. We will continue to focus throughout the year on educating the remaining Legislators on the common sense of supporting Contraceptive Equity in South Dakota.

The following Representatives voted to move the legislation to the House floor for full debate. We are thankful that they respected the women of their districts enough to move forward.

Today, Planned Parenthood Minnesota, North Dakota, South Dakota (PPMNS) released a report on sexually transmitted infections (STIs) as part of a sustained effort to raise awareness of the STI epidemic in Minnesota. The report contextualizes the impact of STIs and HIV and explores solutions for addressing this critical health care need.

The Minnesota Department of Health released figures last month showing an alarming increase in HIV infections among young Minnesotans, with new HIV cases in the state increasing by 13 percent in 2009, marking a 17-year high. 

In addition, the state has seen successive increases in the rates of STIs over the past several years.  Last April’s 2008 STI report showed the highest level of infections ever, with over 17,000 cases reported.

STI rates are highest in the urban areas; however the rates of chlamydia and gonorrhea have increased the most in metro-area suburbs and Greater Minnesota.

“The persistent increase in STIs across Minnesota must be addressed and the public health community cannot do it alone. Minnesota policy makers must respond swiftly and strategically with evidence-based approaches that will effectively address this public health crisis.  Doing so will result in a healthier Minnesota,” said PPMNS President and CEO Sarah Stoesz.

More than 94% of Planned Parenthood’s 64,000 patients are women, the majority of whom are young adults, and 19% of whom are from communities of color. This population - female patients aged 26 and younger - are at the greatest risk of acquiring an STI. Many STIs s can cause permanent damage if not treated early. For example, women infected with gonorrhea or chlamydia are at risk of developing pelvic inflammatory disease.  Long term complications may include infertility, chronic pain and ectopic pregnancy and a significantly increased risk of acquiring HIV.

The report calls on the State of Minnesota to enact a comprehensive, evidence-based approach to reducing the state’s rising STI rates, including HIV infection. These rising rates of infection are a significant health threat to Minnesotans. Planned Parenthood urges the State to take the following steps to strengthen its prevention efforts:

  •  
    • -Provide funding to address the unmet public health need for STI testing and treatment.  There is currently no dedicated state funding for screening and treatment of chlamydia and gonorrhea infections.

      -Require the Minnesota Department of Health to implement an HIV and STI public education campaign, complete an assessment of the necessary steps required to significantly reduce the state’s STI rates within five years and determine the total annual cost to the state's health care system of STIs, treated and untreated, occurring in adolescents and young adults. 

      -Provide for school-based, age-appropriate comprehensive sexuality education programming that would offer young people the information and means to protect themselves. 

 

Planned Parenthood administers approximately 62,000 STI tests annually, including HIV, chlamydia, gonorrhea, and HPV.  Planned Parenthood provides reproductive health education programming with a focus on reducing STIs and HIV and unintended pregnancies and provides sex education programs that empower communities to make healthy, responsible decisions about their reproductive health.

DC running low on condoms

 As Midwesterners, we know how to ride out a snowstorm. When the meteorologist gets that twinkle in his eye, we know to stock up on milk, bread, (beer), and other essentials.  I think that’s why I found this post on welovedc.com so funny: bare hooks in the condom isle at a DC Safeway.  Will there be a baby boom 39 weeks from now?  Plan ahead, folks.  Don’t let this happen to you!

It's day two of national condom week and today I'd like to feature this fantastic video created by Planned Parenthood Minnesota, North Dakota, South Dakota Twin Cities Teen Council.

The Teen Council is a youth development program that incorporates comprehensive sex education, peer education, and community service.  Teen council members spend their time educating their peers and community about comprehensive sexuality education and other reproductive health issues.

Their video, "Condom-ummication" focuses on what can be sometimes be an awkward conversation between sexual partners--how to talk about condoms.

Roe vs. Wade in North Dakota

On January 22 thirty seven years ago, the Roe v. Wade decision legalized the right for American women to abortion.  Despite polarized opposition to the choice of abortion, public health data shows that medically safe, legal abortion has a profound impact on American women and their families.

The local media appeared to have let the anniversary of Roe past silently in the Region. That is until earlier this week when the Fargo Forum printed a letter from former Fargonian and anti choice zealot Marin Wishnatsky. His argument was dangerous, damaging and flat out deceitful. It is imperative the record be set straight. Wishnatsky’s baseless babble can not be what is left resonating.

On the anniversary of Roe v. Wade we always seem to argue the issue of abortion. What the Supreme Court actually decided is that this is a private decision between a woman and her doctor. Not everyone agrees with a woman’s right to choose to terminate a pregnancy, but that is the point: it should be a woman’s decision.

Despite enduring years of attacks, this monumental decision still stands as the law of the land and remains one of the most politically significant events in Supreme Court History. But for a moment lets imagine what would happen in North Dakota if Mr. Wishnatsky other ideologues were able to get Roe overturned.  In 2007, North Dakota passed a “trigger law” which would go into effect immediately banning abortion in the state.  The law provides no exception for an abortion to protect the health of a woman; neglecting all the possible complications of pregnancy which could result in serious harmful effects on a woman. There are also conditions in pregnancy that make it impossible for a fetus to survive outside the womb; even in these cases a woman would not be able to terminate the pregnancy.

Under the North Dakota “trigger law” even if the doctor decided that a woman’s life is at risk, the law does not offer a meaningful life exception. The law only creates an affirmative defense for doctor who performs an abortion if a woman’s life if in danger. What does this mean? It means if a doctor is prosecuted for performing an abortion the burden to prove a life exception existed would be on the doctor. The physician’s only option to satisfy the affirmative defense is to violate the relationship with their patient and call the patient to the witness stand to prove the doctor’s innocence. This could create a chilling effect on doctors; discouraging them form doing what is necessary to save the life of a woman for fear of punishment of up to 5 years in prison.

Moreover the “trigger- law’ North Dakota currently has on the books makes no exceptions for rape and incest victims who find themselves pregnant. Incest victims are usually children who are rarely able to access emergency care and many cases are never reported. Victims are terrified of revealing the abuse due to confusion, guilt and fear of being blamed, punished, or not believed.

Regardless of one’s personal or religious felling regarding abortion, it cannot be disputed that banning abortion will not stop abortion. Instead it would only return women to the days prior to the 1973 Roe v. Wade decision, when abortion occurred illegally, in great numbers, and resulted in unsafe procedures for many and death for others.

The only way to reduce abortions in North Dakota and in the United States is through access to preventative care. It is commonly known that half of all pregnancies in the United States are unintended, and half of unintended pregnancies end in abortion. As a trusted provider of health care to thousands of women in our region, including locally at our Moorhead Clinic, Planned Parenthood knows firsthand how critical it is for every woman to have good health care coverage, including comprehensive reproductive health care. Access to a trusted provider of choice, affordable birth control and emergency contraception top the list of health care needs for

The fight for health care reform has never been closer to success or more urgent. Passing reform would mean lowering health care costs and guaranteeing quality health care for millions of American women and families.  I call upon Mr. Wishnatsky and other who fight against the Roe V Wade decision to join forces and work to prevent unintended pregnancy. Our country’s own history has proven that making abortion illegal doesn’t end abortion. The bottom line is: women need health care reform, and they need it now.

Contraceptive Equity in Committee!

House Bill 1156 (Contraceptive Equity Legislation) is scheduled for a hearing in the House Commerce Committee tomorrow, February 12, at 10:00 A.M.

The deadline for introducing new legislation has passed. Unless an existing piece of legislation is "hoghoused" (a term used when a bill is gutted and rewritten in committee) we are cautiously optimistic that the 2010 session will be free of anti-choice legislation. We will continue to be ever vigilant in monitoring the action on the House and Senate floors.

Pro-active legislation (Contraceptive Equity) has been introduced by the Campaign for Healthy Families. Planned Parenthood Minnesota, North Dakota, South Dakota supports HB 1156, a measure that requires health insurance plans in South Dakota to include FDA-approved contraceptives as a part of any package that provides coverage for prescription drugs.

We have every confidence that this common sense legislation will make it out of committee and we will alert you when it arrives on the House floor for debate.

Women 4 Women Day a Major Success

“The best one we’ve had!” are exactly the words every event organizer wants to hear. The 5th Annual Women 4 Women Day at the capitol in Pierre, SD was a great success. Several important changes were made to this year’s event including scheduling and transportation. A small gathering was added on Sunday after the SDANW board meeting. The Sioux Falls bus was diverted so it could make a stop in Brookings, SD to pick up a group of 13 students from the Campus Women’s Coalition at South Dakota State University. A legislative reception was added at a local restaurant at the end of the day, instead of inviting legislators to lunch (where time is short due to the Democratic caucus starting at 1:00pm.)

Sunday evening, a small group assembled to learn from the legislators. Six female, pro-choice legislators joined us for a panel discussion organized by the SD chapter of the National Women’s Political Caucus. Senators Sandy Jerstad (D-12) and Pam Merchant (D-7), Representatives Suzy Blake (D-13), Peggy Gibson (D-22), Martha Vanderlinde (D-15) and Elaine Elliott (D-2) discussed the pros and cons of running for office as a women and different ways supporters can help.South Dakota Senate Floor

The bill to repeal the ban on stem cell research in South Dakota had a packed committee chamber by 7:45am Monday morning. The weather made for a rocky start to the day, but the bus made it to the capitol in time for the second round of committee hearings.

Our lunch program featured four members of the Pierre and Rapid City Democracy in Action chapters. Each focused on different aspects of DIA and ended with a rousing call-to-action that set the tone for the remainder of the day. A reporter with South Dakota Public Broadcasting recorded the program and had interviews several guests throughout the day.

After our announcement in the galleries, special guests and former legislators with our group, Casey Murschel and Caitlin Collier were also announced. During the day, participants were able to visit tables in the Rotunda including Planned Parenthood MN ND SD, ACLU-SD, NARAL Pro-Choice SD, National Women’s Political Caucus, SD Safe Childbirth Options, SD Coalition Against Domestic Violence and Sexual Assault, League of Women Voters, Democracy in Action and SD Advocacy Network for Women.

A record twenty nine legislators attended the reception at View 34 including gubernatorial candidates Scott Heidepriem and Dave Knudson, Secretary of State candidate Ben Nesselhuf, and US House candidate Blake Curd. The Advocacy Network’s main focus of reproductive rights, equal opportunity, violence against women and education appeals to both Democrats and Republicans and we had a truly non-partisan end to our day.

Seeing room for compromise

Saw a post on the City Pages Blog regarding Al Franken’s speaking appearance and a recent NARAL luncheon honoring the 37th Anniversary of Roe V. Wade, and I just have to comment. 

The post, “Al Franken, reproductive rights, and a debate that goes nowhere”, pulls a section of Senator Franken’s speech and compares it to an MCCL press release, printed in full, to prove to its readers that “these two camps will never see eye to eye.”

This is not news: Both sides of the abortion debate are dug in tighter than a stubborn mule, each fearing any compromise will lead to hell on one side, or a return to the 18th century on the other, and claiming to represent the majority of Americans. 

Having already declared this, “not news,” I’m left wondering what the point of the post was? It seems only to exacerbate precisely the problem that this writer seems to take issue with.

His assertion that each side is stubbornly refusing to compromise is overstated at best, and totally false at worst. 

Both pro-choicers and pro-lifers continue to represent a range of views that do not fit into the black and white paradigm, which he perpetuates.

  • -On Common Ground is an ongoing feature from RH reality check, a pro-choice website, that aims to find the similarities between pro-choice and pro-lifers to find common ground to work toward compromise.
  • -Pro Life Pro-Obama is a website dedicated to reducing the need for abortion by advocating for better health care, support for parents seeking higher education, and better child care programs rather than banning abortion.
  • -Former director of the Common Ground Network for Life and Choice shares her experiences during some trying times in Buffalo, NY.
  • -Vice President Biden’s views on abortion further explain the shades of grey when it comes to views on abortion.
  • -South Dakota voted against an abortion ban twice, not because they are a pro-choice state, but because they don’t believe the government has a role in the issue.

 

These are just a few of the many examples of compromise between pro-lifers and pro-choicers.   This is not to say that there aren’t people who are unwilling to compromise. For example, there are countless pro-life legislators who have voted against expanded family planning services,  increased access to birth control, and other initiatives that would actually reduce the number of abortion. These fervently pro-life legislators would rather spend their time trying to pass intrusive laws than actually reduce the abortion rate through positive, preventative solutions.

Planned Parenthood is a pro-choice organization, but respects a woman’s decision to carry her pregnancy to term just as it respect a woman’s choice to have an abortion.  Senator Franken explained in his speech at the NARAL Luncheon:

Now, let me say that there are millions of people in this country who have a sincere objection to abortion, and much of that is based on strongly held religious conviction. And I respect that. In America, we respect each other's religious beliefs. But we are not governed by them.

If there are groups who don’t see “eye to eye,” it’s those who believe in the separation of church and state and those that don’t. For pro-lifers and pro-choicers who actually want to reduce abortion, there’s plenty of room for common ground and compromise.

Data Show Need for Better Sex Education and Family Planning

Ten percent of all U.S. births are to teens. Wow. I did not know that until recently, when I read about a new study from the Guttmacher Institute (pdf). This study proves what experts had long predicted would occur – that teen pregnancy rates have increased after restrictions were imposed on sex education classes in schools during the Bush administration.

The news release about the study states that “The significant drop in teen pregnancy rates in the 1990s was overwhelmingly the result of more and better use of contraceptives among sexually active teens. However, this decline started to stall out in the early 2000s, at the same time that sex education programs aimed exclusively at promoting abstinence—and prohibited by law from discussing the benefits of contraception—became increasingly widespread and teens’ use of contraceptives declined.”

According to the study:

•    The teen pregnancy rate declined 41% between its peak, in 1990 (116.9 pregnancies per 1,000 women aged 15–19), and 2005 (69.5 per 1,000).
•    Teen birth and abortion rates also declined, with births dropping 35% between 1991 and 2005 and teen abortion declining 56% between its peak, in 1988, and 2005.

However, these trends reversed in 2006. In that year, there were 71.5 pregnancies per 1,000 women aged 15–19. Put another way, about 7% of teen girls became pregnant in 2006.

The reversal in 2006 also involved all demographic groups:

•    Among black teens, the pregnancy rate declined by 45% (from 223.8 per 1,000 in 1990 to 122.7 in 2005), before increasing to 126.3 in 2006.
•    Among Hispanic teens, the pregnancy rate decreased by 26% (from 169.7 per 1,000 in 1992 to 124.9 in 2005), before rising to 126.6 in 2006.
•    Among non-Hispanic white teens, the pregnancy rate declined 50% (from 86.6 per 1,000 in 1990 to 43.3 per 1,000 in 2005), before increasing to 44.0 in 2006.

State-level data are not yet available for 2006, but varied widely in 2005. The highest pregnancy rates were in New Mexico (93 per 1,000 women 15–19), Nevada (90), Arizona (89), Texas (88) and Mississippi (85), and the lowest rates were in New Hampshire (33), Vermont (40), Maine (48), Minnesota (47) and North Dakota (46). Teen pregnancy rates declined in every state between 1988 and 2000, and in every state except North Dakota between 2000 and 2005.

If we continue to move forward, pretending that our teens are not having sex, we are merely sticking our heads in the sand. According to the Guttmacher Institute:

•    By age 15, only 13% of never-married teens have ever had sex. However, by the time they reach age 19, seven in 10 never-married teens have engaged in sexual intercourse.
•    Twelve percent of teen males and 10% of teen females have had heterosexual oral sex but not vaginal intercourse.
•    A sexually active teen who does not use contraceptives has a 90% chance of becoming pregnant within a year.

That last statistic was particularly jarring to me, because it should be easy for teens to acquire contraceptives. The study reveals that only twenty-one states and the District of Columbia explicitly allow all minors to consent to contraceptive services without a parent’s involvement (as of January 2010). Two states (Texas and Utah) require parental consent for contraceptive services in state-funded family planning programs. Based on that information, it is not surprising to me that Texas is among the states with the highest teen pregnancy rates in the nation.

Ninety percent of publicly funded family planning clinics counsel clients under 18 about abstinence and the importance of communicating with parents about sex. What percentage of those clinics counsel teens about effective contraceptive use? Teens do not learn about contraceptive use and family planning unless someone takes the time and care to teach them.   They DO, however, learn about sex without someone actively teaching them. Unfortunately,  gossip, the media, and friends aren’t always the most accurate teachers.

The Guttmacher Institute’s studies make it clear that many teens do not feel they can talk to their parents about sex and contraceptives. In fact, one in five teens whose parents do not know they obtain contraceptive services would continue to have sex but would either rely on withdrawal or not use any contraceptives if the law required that their parents be notified of their visit. The effect of this would only be to further increase the rate of teen pregnancy: pretending that teens do not have sex does not mean that they won’t have sex. Only ONE PERCENT of all teens who use sexual health services say their only reaction to a law requiring their parents’ involvement in obtaining prescription contraceptives would be to stop having sex.

We need to face the fact that merely wanting teens to not have sex is not enough. Ignoring the fact that teens have sex is not enough. Pretending that teens do not have sex is not enough. We need to acknowledge it and provide better options for sex ed, contraceptives, and family planning counseling.  It is only through education and knowledge that we will reverse this trend. According to Heather Boonstra at the Guttmacher Institute, “the heyday of this failed experiment has come to an end with the enactment of a new teen pregnancy prevention initiative that ensures that programs will be age-appropriate, medically accurate and, most importantly, based on research demonstrating their effectiveness.”

New Study Shows Teen Pregnancy on the Rise

Minneapolis — On the heels of a new study showing a rise in teenage pregnancy rates, Planned Parenthood Minnesota, North Dakota, South Dakota is urging policymakers to make comprehensive, age-appropriate sex education a priority in local communities, and parents to demand it. The Guttmacher Institute study shows that teen pregnancy rates rose three percent in 2006 — the first rise in more than a decade.

“This new study makes crystal clear what Planned Parenthood has known for years — abstinence-only sex education for teenagers does not work,” said Sarah Stoesz, President and CEO.  “Now more than ever, we must ensure that our teenagers receive medically accurate, age-appropriate sex education that gives them the tools to make responsible decisions about their health.”
Planned Parenthood provides reproductive health education programming with a focus on reducing unplanned pregnancies STIs and HIV.  Planned Parenthood’s sex education programs empower communities to make healthy, responsible decisions about their reproductive health.

Unfortunately, after a decade of progress in reducing the rate of teenage pregnancy, we are witnessing a substantial increase in the number of teens who are getting pregnant.  In addition, we are facing a crisis in the alarming rate of sexually transmitted infections among our young people.  It is unacceptable that one out of every two sexually active young people has a sexually transmitted infection by the age of 25.

Planned Parenthood Minnesota, North Dakota, South Dakota applauds President Obama and members of Congress who have recognized that abstinence-only programs do not work, and who are investing in medically accurate, age-appropriate sex education for our teenagers.  We urge Minnesota lawmakers to do the same. An investment in comprehensive sex education is an investment in reducing unintended and teen pregnancies.

Latest Figures on HIV Rates in Minnesota Require Public Health Call to Action

Today, the Minnesota Department of Health released figures showing an alarming increase in HIV infections among young Minnesotans. The number of new HIV cases in the state increased by 13 percent in 2009, marking a 17-year high.  This news comes on the heels of annual increases in the rates of sexually transmitted infections (STI) over the past several years.  In fact, last April's 2008 STI report showed the highest level of infections ever, with over 17,000 cases reported.

PPMNS's President and CEO, Sarah Stoesz, expressed deep concern over today's announcement from the Minnesota Department of Health.

"This increase in HIV infection is a serious public health issue and it's critical that Minnesota's public health community is supported in its effort to tackle these rising rates of HIV and sexually transmitted infections (STIs).  Today's news demonstrates the need for a coordinated, comprehensive, statewide plan and education campaign", said Stoesz.

"These alarming HIV statistics highlight the acute need for the Minnesota Department of Health to lead the state in developing a comprehensive plan for significantly reducing Minnesota's STI and HIV rates in the next five years.  This plan must include a community education initiative that engages the public in learning about the prevalence and health consequences of untreated STIs, including the risk of HIV transmission,"  continued Stoesz.

South Dakota Women 4 Women Day 2010

Women 4 Women DayLast minute preparations are underway for the 5th Annual Women 4 Women Day at the capitol in Pierre, SD.  In the last few years this event has included national speakers Christina Page and Sally Roesch Wagner, and rallying to stop both of the 2006 and 2008 abortion bans, but the main purpose remains: engage women to make a difference in their state.

The event is hosted by the South Dakota Advocacy Network for Women, a coalition of groups including local chapters of BPW, AAUW, NARAL, Democracy in Action and proudly, PPMNS Action Fund.  Since 1984, the SDANW has made sure that women’s voices are heard on important women’s issues: reproductive rights, violence against women, equal opportunity and education.  SDANW Co-Chair Shannon Stevens said, "Women 4 Women Day is such an inspiring event.  It's something I look forward to every year.  Not only is it a time to let our legislators know about the issues that are important to us as individuals and as women, it's also a time to build relationships with other like-minded women.  There's a real sense of empowerment after we leave the capitol.”

As many as 200 women and men from across South Dakota have made Women 4 Women Day an annual success.  Aided by free transportation, busloads of constituents make their way to Pierre in February to network, lobby and impact legislation.  This year, the committee added a legislative cocktail reception so the participants would be able to meet legislators in a more relaxed setting, outside of the capitol.

Offer a Sex Ed Resolution at your precinct caucus

Precinct caucuses are fast approaching! What’s a precinct caucus?

Via the Minnesota Secretary of State:

A caucus is a meeting organized by Minnesota's political parties where citizens can engage each other in a conversation about which candidates to support in the 2010 election and what public policy positions should be adopted as part of the party's platform.

If you consider yourself a Democratic, Republican, or a Green or Independence Party member, then you’ll be caucusing on February 2nd.  Libertarians don’t have any caucuses this year, and Constitution Party’sSexual Education Resolution caucus date is TBD.

The Planned Parenthood Minnesota Political Action Fund hasn’t made any endorsements for the race for Governor yet, but we are asking our supporters to offer and support a sex ed resolution at their caucus. Resolutions are offered as proposed amendments or additions to a party’s platform. Typically speaking, a party platform dictates the values and stances that party members should agree with in order to be considered a member of that party. So by offering a resolution on sex ed, you are helping to elevate the importance of this particular issue to your party. It’s a very unique opportunity to shape the debate and provide direction to an entire field of candidates and the future of your party.

Offering a resolution isn’t as hard as it sounds. I was able to attend my precinct caucus in ’08 and offered a similar resolution on sex ed.  The process was very simple and actually kind of fun. During the caucus, the precinct leaders asked if anyone would like to offer a resolution, at which point I raised my hand. When it was my turn, I read the resolution aloud to my neighbors and I briefly explained why I supported it. My neighbors then got a chance to share their thoughts on the resolution. After I had shared why I supported this resolution, a man who said he was a physician, echoed my support, and further explained why as a physician he also felt that responsible sex ed is important. After discussion, the sex ed resolution passed overwhelmingly. Ta Da!

After a resolution passes, it gradually works its way through the convention system. If people continue to support it, it will make its way into the party platform!

One thing that can be guaranteed: if people don’t offer the sex ed resolution, then there is no way it will end up in the party platform. So give it a shot!

John Thune weighs in on the Compassionate Care for Servicewomen Act

It seems Senator John Thune is a little confused. 

You see, on Dec 17, 2009, Senators Franken and Snowe introduced the Compassionate Care For Servicewomen Act, which would ensure that women in the military have the same access to emergency contraception that their civilian counterparts do.  

One of Senator Thune’s constituents emailed his response to me:

Thank you for contacting me about the Compassionate Care for Servicewomen Act.  I appreciate hearing from you.

The Compassionate Care for Servicewomen Act (S. 2904) was introduced in the U.S. Senate on December 17, 2009 and is currently in the Senate Committee on Armed Services. If enacted this bill would require that emergency contraception, like the "morning after" pill, be made available at every military health care facility.

I respect and value your opinion on this issue and agree that our servicemen and women deserve the best health care available.  However, I have serious concerns over the safety of the "morning after" pill since it is the first drug that the Food and Drug Administration has approved for over- the-counter-use when its lower dosage counterpart remains prescription only.

His statement that “…Food and Drug Administration has approved for over- the-counter-use when its lower dosage counterpart remains prescription only” is false.  According to the pharmacy technician I spoke with, there are two different brands of EC on the market:  Plan B, Plan B One-Step and Next Choice.  Next Choice (two lower dose pills instead of one) was only available by prescription, but they finally received their OTC patent in August of 2009.  Next Choice has been available OTC for over 4 MONTHS before my friend received her email.

So, what we can draw from this correspondence is A. Sentor Thune (or Senator Thune’s staff, let’s be honest) doesn’t bother to fact check before communicating with his constituents, B. Senator Thune doesn’t think the women of South Dakota are smart enough to think for themselves and do their own homework and C. Senator Thune doesn’t believe that the Servicewomen of America should have the same rights as teenagers.

Standing up for Reproductive Rights in Developing Countries

It has been fifteen years since the International conference on population and development was held in Cairo, Egypt. In 1994, member governments meeting in Cairo under the auspices of the United Nations Population Fund agreed to universal access to education, especially for girls, reductions in infant, child and maternal mortality, and universal access to reproductive health. 

Last week, in commemoration of this landmark conference, Secretary of State Hilary Clinton rededicated the commitment of the Obama administration in promoting the rights of women to access reproductive health care and services, especially in developing countries where this rights are impeded by a host of factors ranging from poverty, civil strife, to lack of political will. 

To hear Secretary Clinton say “Reproductive health care is critical to the health of the woman and that women’s health is essential to the prosperity, opportunity and stability of families and communities, and the sustainability and development of nations” was powerful.

The importance of access to family planning education and services especially in developing countries cannot be overemphasized. Women in particular need to have access to family planning education. It can be difference between life and death especially in countries were girls as young as nine years are forced to marry.

During my years working for the Cameroon Family Planning organization in the 1990s, I saw firsthand how a whole generation of young men and women were being affected by unsafe abortion and the lack of HIV/AIDS education. Condoms were a luxury and even where they were available, they were extremely expensive for an average citizen.

Meeting this goal by 2015 will require more that commemorative activities. There must be a concerted effort to engage governments of developing countries to commit to the protection of the reproductive rights of women.   The ratification by all African countries of the Maputo Plan of Action that calls for the Sexual and Reproductive Health and Rights of all Africans and having these countries commit to implement its recommendation will be a huge step towards achieving equal rights for women.      

Nations can’t make any meaningful progress if women and girls are not given the needed opportunity to have an education. This anniversary should serve as an opportunity to refocus and reallocate necessary resources to achieve this goal and I am glad that the Obama administration is taking the lead.

SD Legislative Session – Opening Day

The South Dakota legislative session started on Tuesday, January 12.  I bought a Michelle Obama-inspired sweater for the occasion and headed out to Pierre with NARAL Pro Choice SD Director, Casey Murschel.  The drive to Pierre was fraught with adventure, but slippery roads and a broken speedometer were not going to keep us away.  (They did, however, slow the trip enough that we missed the opening gavel and the State of the State address:  our apologies to Governor Rounds.)

I was told that opening day was the day to see and be seen (hence the new sweater.)  With Casey in the lead, I was introduced to State Senators, State Representatives and other lobbyists – oh did I mention I am registered as a lobbyist?  So exciting. 

We also saw many candidates:  Senator Ben Nesselhuf, running for Secretary of State, Senator Julie Bartling, running for State Auditor, and of course, Senator Scott Heideipriem, running for Governor, was there with his wife Susie, son Pete, and campaign manager, Steve Jarding. 

There really was a sense of excitement in the air of the capital.  Everyone was very welcoming and said how nice it was to meet me.  A few of the more seasoned lobbyists said that I should be prepared:  in a few days everyone stops being so polite and gets down to business. 

It’s the down-to-business part that is really exciting.  Right now people are trying to confirm bill sponsors, finish drafting legislation and prepare testimony.  I will keep you updated as much as possible about the goings-on in Pierre and how they affect the reproductive freedom of the women and families in South Dakota.  We have 34 days to go!

A final note about Pierre:  Mad Mary’s Steakhouse is a winner!  I highly recommend it.

Pawlenty Stumping for Anti-Choicers

Governor Pawlenty is headed to Washington! Again! But instead of holding fundraisers for his “Freedom PAC”, or courting conservative voters, he’ll be stumping for the anti-choicers atMN needs a pro-choice gov button  Susan B. Anthony List's Annual Gala. Susan B. Anthony’s List’s mission is “ending abortion in this country” by electing pro-life women.

Via Politico:

“We’re so pleased to have Gov. Tim Pawlenty headline our Campaign for Life Gala,” Susan B. Anthony List President Marjorie Dannenfelser told POLITICO. “The governor’s actions on behalf of Minnesota women and unborn children are exemplary.”

Personally, as a Minnesotan women, I couldn’t be more unhappy with the actions that the Governor has taken on “my behalf.” Let’s take a look at some of those actions:

•    Signed the women’s right-to-know act, which instituted a 24-hour waiting period before a woman can have an abortion and also forces a doctor to read biased and scientifically unverified language to women prior to the procedure.

•    Allowed his Department of Health to propagate misinformation about the links between abortion and breast cancer.

•    Provided funding for “Crisis Pregnancy Centers” which pose as legitimate health care centers, but often give out medically inaccurate information and religious “advice.”

Women can at least be thankful for the fact that the Governor didn’t gut the Family Planning and Special Projects Grants that partially fund organizations who provide family planning services.

The Politico article attributes Pawlenty’s latest speaking gig to another attempt toward building his national “brand.”

Thankfully there are nearly a dozen pro-choice gubernatorial candidates who support policies that will actually help women and families in our state through pro-active policies that reduce the rates of unintended pregnancies through improving access to the tools and information Minnesotans need to be healthy.  AND they are actually interested in governing our state!

Hoeven’s anti-choice record in North Dakota

After months of speculation North Dakota Governor John Hoeven finally announced his intentions to run for the U.S. Senate. His announcement came of the heels of Democratic Senator Byron Dorgan announcement he would not seek re-election to his seat in November. This unexpected development sent shock waves through the progressive movement in North Dakota.  Senator Dorgan served the people of North Dakota in the United States Congress for three decades. His leadership on four standing committees, most notably Chairman of the Indian Affairs committee, will be a significant loss for North Dakota.

The announcement by Governor Hoeven to run for Dorgan’s seat should put supporters of reproductive health care and freedom on high alert. Governor Hoeven’s public statement on access to abortion care is only in cases of rape, incest or maternal life. Shockingly, in 2007 Governor Hoeven took his anti-choice stand to an unforeseen level when he signed into law an abortion ban known as a “trigger ban”. What this means is an abortion ban will go into effect in the state of North Dakota upon “recommendation of the attorney general to the legislative council that it is reasonably probable that this Act would be upheld as constitutional”. To make matters worse, of the four states with trigger bans, North Dakota’s is the most extreme because it:

•    requires the physician to claim an affirmative defense that the abortion was necessary to protect the woman's life, or in cases or rape or incest
•    doesn't allow a woman to terminate if she is experiencing a high-risk pregnancy
•    doesn't allow women to terminate even if conditions in pregnancy make it impossible for a fetus to survive outside the womb

This law would restrict a doctor's ability to treat a patient and do what is necessary to save the life of a woman. If a doctor is prosecuted for performing an abortion, they must prove that the woman's life was in danger or that the pregnancy was a result of ‘sexual imposition.' This intrusion by the government upon the doctor patient relationship does nothing to prevent the need for abortion, but rather sets up more roadblocks for women seeking safe, legal abortion care and attempts to criminalize the doctors providing it.

The painful irony is just one month after signing the nations most extreme ‘Trigger Ban on Abortion’ Governor Hoeven declared it “Women’s Health week” in the state of North Dakota!!

Women will lose benefits under the Nelson provision

When Congress returns from the holiday recess in the coming week, both House and Senate leadership will meet to review each version of the health care bill and create a final bill. As they work towards the passage of this historic bill, we must continue to put pressure on our elected officials to change the abortion provisions that exist in both versions.



While many know about the Stupak Amendment and its language (pdf) in the House version, the Senate version also contains language that stigmatizes abortion and women's health care. The provision language written by Senator Ben Nelson (D-Nebraska) in the Senate’s bill is slightly different, but still puts significant restrictions on abortion. First, it would require individuals with an abortion coverage health plan to provide two separate payments, one for coverage of abortion and another for all other health services. Second, it would allow insurers the ability forgo the abortion coverage all together. With the additional steps put in place not only for women, but also the insurance plans, it is highly likely that many health plans will opt-out of covering abortion in order to avoid the complex payment process. These provisions not only create a completely unworkable system, but also create even more hurdles for women seeking an abortion. President Obama promised that under health care reform, no one would lose the benefits they already have. Yet under both the Senate and House bills, this is not the case. Women should not lose the benefits they currently have today. Learn more the Nelson provision.

As we near the final stretch towards passage of this bill, it is critical that we not give up this fight! We must let our legislators know that this abortion language is unacceptable in a final bill and a woman’s right to health care must be protected. It is not too late to take action!

South Dakotan shares experiences studying family planning in India

It was a very cosmopolitan Saturday for a friend and me last weekend.  After a quick stop at Queen City Bakery, we attended a meeting of the SD Chapter of the National Women’s Political Caucus.  We were very excited to hear Mandy Hagseth speak about her recent trip to India.National Women's Political Caucus Logo

Mandy spent 3 months in Udaipur, India through the Foundation for Sustainable Development where she completed a volunteer internship at Action Research and Training for Health (ARTH), a public health organization that focuses on reproductive-child health and public policy.  Mandy’s dedication to her own education in this field is really amazing – she self-funded her whole trip!

During her brief presentation she spoke of the clinics in the villages, the family planning options available and the obstacles to health care.  What I found most interesting was the communication between the villagers and the midwives.  Through true word-of-mouth, a midwife would be notified about a new birth in their or a near-by village.  Within 3-5 days, a midwife would visit the new mother with information on caring for a newborn, warning signs of infection and answer any questions.  Through her internship, Mandy was able to shadow some of these visits.  Her photographs really captured the care the midwife brought to the new family.  We were also able to see the supplies available and the rugged terrain.  When the road ended – they hiked! 

I felt so fortunate that a presentation of this caliber was available in Sioux Falls and can’t wait to make it to the next NWPC meeting!

The battle over sex ed: Not much has changed since 1912 apparently

You’d think in the past hundred years, attitudes towards sexual education in schools would have changed.  Apparently in 1912 they were still having the same debate over sex ed that we are having here in Minnesota today. Case in point, this book published in 1912 entitled “Sex Education” I stumbled across.  Here is an excerpt from the book’s preface:

While there has developed a widespread belief that some form of instruction in sexual topics is requisite, no definite program has been developed.

Much attention is being lavished upon the various plans for introducing sex hygiene as a definite subject in the curricula of high schools and colleges but insufficient thought has been spent upon the necessity of similar education in the homes.

Parents are not prepared for the adoption of any radical measures like sex instructions in the elementary schools. Nor do parents feel themselves capable of assuming the role of teachers in this important branch of knowledge

Where the spirit is willing there is a lack of a definite plan. Where the spirit is weak it is too frequently because the obstacles appear insurmountable.


Yep, that pretty much sums up the current state of the comprehensive sex ed debate here in Minnesota—Most people believe that comprehensive sex ed is important (89% of parents in Minnesota), yet there doesn’t seem to be a cohesive, comprehensive plan for ensuring that all teens are equipped with the knowledge to keep themselves healthy (“Experts testified that the current sex education programs in schools are a patchwork”). Some people are freaked out by the notion of sex ed and use extreme examples to scare the general public (For example: Minnesota Family Councils Robo-calls). People believe that sex ed is also important in the home, but parents don’t feel comfortable with being their children’s sex ed instructor (“...parents are looking to the schools to be leaders in this area”). And talk about “insurmountable obstacles”—how about a Governor who has all but refused to sign any bill with the words “comprehensive” and “sex ed” in it.

All of this debate isn’t stopping us though. Planned Parenthood Minnesota, North Dakota, South Dakota will once again be supporting a comprehensive sex ed bill at the Minnesota Legislature during the 2010 session. Carried over from the 2009 session, the bill (SF965/HF906) is sponsored by Senator Pappas in the Senate, and Representative Frank Hornstein in the House. Once the session starts, we will be watching this bill closely and working to make sure that this is the year that Minnesota’s teens get a sex ed program that will give them the information they need to make healthy decisions.

The road to a Pro-Choice Governor

Minnpost has a great summary of the current state of our Minnesota's Gubernatorial race, who the front runners are, and how the convention process will affect those still in the running.

Minnpost writer Doug Grow pegs Rep. Marty Seifert, Rep. Tom Emmer, and former state auditor Pat Anderson as the current front runners for the GOP nomination—-barring any last minute entry from former U.S. Senator Norm Coleman. Unfortunately, the GOP field of candidates for Governor is 100% anti-choice.

The DFL field, thankfully, is made up of all Pro-Choice candidates. Grow lists Speaker of House Margaret Anderson as the front-runner but that there are a lot of other factors involved:

On paper, Rep. Margaret Anderson Kelliher seems to have the clearest shot at early-ballot endorsement. But she's not without problems, and there is any number of candidates trying to position themselves as the consensus candidate who can bring the party together.

The DFL's rules committee, which will meet prior to the April 23-25 state convention, will play a big role in the outcome. If the rules committee sets a low drop-out standard for percentage of votes needed to survive early ballots, the chances of a compromise candidate winning endorsement increases. If a high standard is set, the two or three front-runners entering the convention have the best chance of coming out of the convention with the endor
sement.


Our PAC, the Planned Parenthood Minnesota Political Action Fund, has not made any kind of endorsement yet, but all of the DFL candidates have been exceptional advocates for pro-choice issues in Minnesota.  When our PAC does make an endorsement you'll be the first to hear about it!

Speaking of our PAC, we are currently on a mission to make sure that the next Governor in MN is Pro-Choice. Wouldn't that be nice? Minnesota teens could FINALLY have comprehensive sex ed. We could build robust family planning programs that give our citizens access to basic health care. And we wouldn't have to worry about what the next piece of crazy, invasive legislation that anti-choicers cook up. Shifting attitudes on abortion rights among feminists

I recently read two articles relating to abortion rights. What was interesting to me is the theme in both articles is very similar - not only has abortion moved from being a political to a personal issue, it is also viewed very differently from two generations of women. The two generations are those who remember when abortion was illegal and those who were born after Roe v. Wade, and thus do not know what a struggle it was to gain the right in the first place.

The first article was from The New York Times.  It discusses a generational divide that exists, as the writer stated, "not because younger women are any less supportive of abortion rights than their elders, but because their frame of reference is different." Because this generation has not known a time when abortion was illegal, they tend to have no sense of urgency regarding the topic. The article states "For many of them, the daily experience is: It's legal and if you really need one you can probably figure out how to get one."

Even the language is different for these generations (those over 30 and those under 30), according to the article. "women…who came of age when abortion was illegal, tend to view it in stark political terms - as a right to be defended, like freedom of speech or freedom of religion. But younger people tend to view abortion as a personal issue, and their interests are different…If you look at people under 30, that is not their touchstone, it is not wrapped up around feminism and women's rights."

The article quotes Representative Debbie Wasserman Schultz, Democrat of Florida and chief deputy whip of the House, as blaming what she calls "the complacency of her own generation for the political climate that allowed Mr. Stupak to prevail." Ms. Wasserman Schultz is 43. When older women have warned that reproductive rights are being eroded, she said, "basically my generation and younger have looked at them as crying wolf."

When the article's author discussed the issue with a 27-year old, she said "I think that a lot of younger women do take for granted the fact that they've come of age in a time of post-Roe v. Wade, where they have access to lots of different birth control options."

This sentiment is echoed in the second article, which is from the Associated Press. One (twenty-something) woman who was interviewed for that article stated that "People of my generation do not remember when abortion wasn't safe, legal and available and it's been a shock to think we might not have that right."

Whether it is a shock to think these rights may disappear is not always enough to spur this generation into action on the subject. These women simply do not feel the same sense of urgency regarding this topic.  "For them, abortion is now part of a "reproductive justice" portfolio that also includes access to birth control and improving health care for poor and minority women…Newcomers to the women's movement, secure in the knowledge that abortion is legal, have embraced a broader range of goals under the feminist umbrella, from body image awareness and gay marriage to the raping and genocide in Darfur."

While I am most definitely behind these other issues, I fear a further erosion of abortion rights if we cannot engage the younger generations.  I do not personally remember what it was like to not have access to abortion, but I do remember Roe v. Wade and the difference it made for women's rights in this country. It is difficult for anyone to imagine what life would be like if we did not have access to something that we may take for granted.  But how do we engage the younger generation? How do we convey the same sense of urgency felt by those who remember the back-alley abortions, where countless women either died or ended up sterile, as a result?

According to Jenna Covey of the Minnesota Women's Campaign Fund, "moving beyond abortion rights is essential to attracting a younger, more diverse range of activists to the cause…Abortion is no longer the No. 1 issue. It's about a spectrum of choices, not black-and-white single issues, that will re-engage women in the women's movement."

Is it enough to include abortion rights under a larger umbrella of reproductive choices, or is that diluting the message? When a person is removed from the pain of "before," it is a challenge to convey that sense of urgency.  How can we feel "secure in the knowledge that abortion is legal" when it is constantly challenged? How can we feel secure when we have protestors harassing women who go to our clinics to have an abortion?  How can we feel secure when the religious conservatives have a stronghold influence on our lawmakers, which impacts each and every one of us?

I don't think it is enough to include it in a "spectrum of choices". This is an issue that is constantly under attack, on both a political level and, for those seeking to obtain one, on a very personal level.  It is not enough to say "it is legal and if you need one you can find a way to get one," because if we do not pay attention, very soon it may no longer be, and then we would have to start the fight all over again.

Generational Gaps in Birth Control Knowledge

There is a real need for better, more targeted sexual education out there. We have a whole generation that is operating under major misconceptions about pregnancy and birth control. That means a large number of unplanned pregnancies and unhealthy sexual practices. No, we're not talking about teenagers; it seems the group that needs the sexual education refresher course are twenty-somethings. According to an article in the Pioneer Press, twenty-somethings are suffering from a severe lack of knowledge and awareness about the realities around birth control. What works, when it works, and how it works are all questions that are not being asked by this group, and that means they are inappropriately using birth control, or not using it consistently enough to make it effective. As the article points out, 70% of the pregnancies in this age group are unplanned.

How did this happen? Has this generation been overlooked and poorly served by their parents and the educational community? How did these myths and misconceptions of birth control get to be so commonly held and treated as fact? Whatever the reason, the point remains that something needs to be done. We cannot have a whole generation operating under, and now creating a new generation of their own, this bad information. They may be adults and responsible for their own decisions and actions, but as a society we have failed in our duty to them and need to rectify this mistake while we can still make a difference. If you are part of this generation, have friends or children in this generation, please be sure and point them in the right direction of accurate and timely sexual health information, like this site provided by Planned Parenthood. Don't be embarrassed or feel it isn't your place. Not only is that kind of thinking what got this  generation into this situation, you can use your concerns as the jumping off point for the conversation. A person's sexual health may be a private issue, but it's impact can be felt throughout society as a whole, especially when an entire generation doesn't even know the risks they are facing.

Environmental Toxins Education Night Summary

When people think of Environmental toxins, their minds usually go straight to the news horror story of the newest ‘big and bad chemical. The thing farthest from their minds, is probably Planned Parenthood. However, On December 10th, the Planned Parenthood in Uptown Minneapolis hosted an event for anyone interested in examining the effects of environmental toxins on reproductive health. Senior Director of Government Public Affairs, Tim Stanley, explained clearly why Planned Parenthood has a vested interest in this issue.Environmental Toxins Ed Night He said that Planned Parenthood is an organization that works tirelessly to make sure that people can become parents when they choose, but unfortunately, harmful environmental toxins are getting in the way of that choice to become a parent. So, with a group of about 20 people, Mr. Stanley, gave participants some shocking yet extremely helpful information about what environmental toxins we are exposed to in our everyday life.

One of the things Mr. Stanley discussed the most was Bisphenol A.  Studies have shown that this chemical can hurt the reproductive health of both men and women. One in particular studied men who worked in factories with this chemical and the men who were exposed to high concentrations of this chemical were shown to have a higher rate of asthma, as well as erectile dysfunction. This chemical can not only hurt the reproductive health of women, making it harder for them to conceive, but the effects on the woman can be passed on to her child through the placenta. The scariest part is that this chemical is found in common items such as certain types of hard plastic water bottles. Though these chemicals are out there, during group discussion we stressed the importance of awareness, not paranoia, and we realized that it is impossible to Education Nightcompletely protect yourself. However, Planned Parenthood has always recognized that people should take charge of their health, and know what is going in their body.

On a lighter note, after a very good group discussion, we moved onto making safe, all-natural products that are chemical-free. With the assistance of a few Planned Parenthood Metro Teen Council members, participants were able to make lip-balm and cleaner. Truc demonstrated how to make the lip-balm using only beeswax, olive oil, and essential oil to scent it.  Not only was it chemical-free, but moisturizing and long-lasting as well! Another Teen Council member, Phoebe, introduced a toxin-free cleanerEducation Night introduced that consisted of borax, vinegar, dawn dish-soap, and water. These products showed us that the most common, everyday things can be made with ingredients not harmful to our health. In an era where everyday there seems to be a new story about a product having a negative effect on our health, it was a welcomed breath of fresh air.

Senator Franken Introduces Compassionate Care for Servicewomen

Today Senator Franken, along with Senator Olympia Snowe, introduced the Compassionate Care for Servicewomen Act—a bill that would finally give women in the military reliable access to Emergency Contraception (EC).

With the introduction of this bill, Senator Franken once again has shown himself to be a strong advocate for the health and rights of women. In the last couple of weeks, Senator Franken has delivered two very powerful, eloquent floor speeches supporting women’s health—the first was in support of the Mikulski women’s health amendment, and the second was in opposition of the Nelson/Hatch (Stupak) amendment.  This was preceded by his highly publicized effort to deny funding to defense contractors that don’t allow sexual assault victims to seek justice through the courts.

The Compassionate Care for Women Act would require all military health care facilities to stock Emergency Contraception by adding EC to a list of core formularies. Currently, only some facilities stock EC, resulting in difficulties accessing the drug.

Via Sen. Franken’s office:

“All servicewomen should have the same access to this medication as civilians do,” said Sen. Franken. “The fact that more than 2,900 sexual assaults were reported last year in the military—a nine percent increase—only heightens the need to ensure emergency contraception is always available.”

Yesterday the Senate defeated the Nelson/Hatch amendment, the Senate’s version of the Stupak amendment.  This is a tremendous achievement over anti-choice legislators and the U.S. Conference of Catholic Bishops who tried to derail health care reform with the Stupak/Pitts and Nelson/Hatch amendments.
 
Via Planned Parenthood MN, ND, SD press release:

The Nelson/Hatch amendment mirrored the Stupak amendment to the House health care reform bill. The amendment would have placed a new restriction on women's access to abortion coverage in the private health insurance market, effectively undermining the ability of millions of women to purchase private health insurance plans that cover abortion care, even if they pay for the entire premium with their own money.

The amendment was defeated by a 54-45 vote to table the amendment, cutting off debate on the amendment and defeating it. 

Senator Franken delivered a compelling argument against the Nelson/Hatch amendment during debate on Tuesday:

We are on the verge of passing a historic health reform law that will do more to improve the health of women and families than any legislation in recent history.  We will end discrimination based on health history, gender, or history of domestic violence.  We will provide access to preventive health services so women can get annual exams and mammograms at no cost.  And it’s our responsibility to guarantee women are not worse off under health reform than they are today.  As my friend and mentor Paul Wellstone used to say: “If we don’t fight hard enough for the things that we stand for, at some point we have to recognize that we don’t really stand for them.” I urge my colleagues to stand with me today to oppose this amendment.

PPMNS APPLAUDS DEFEAT OF NELSON/HATCH AMENDMENT, PRAISES SENATORS KLOBUCHAR, FRANKEN AND JOHNSON

Planned Parenthood Minnesota, North Dakota, South Dakota (PPMNS) applauds the defeat of the Nelson/Hatch Amendment in the Senate today and congratulates Senators Franken (D-MN), Klobuchar (D-MN) and Johnson (D-SD) for protecting the health of women and families.

The Nelson/Hatch amendment mirrored the Stupak amendment to the House health care reform bill. The amendment would have placed a new restriction on women's access to abortion coverage in the private health insurance market, effectively undermining the ability of millions of women to purchase private health insurance plans that cover abortion care, even if they pay for the entire premium with their own money.

"Planned Parenthood serves tens of thousands of women every year through our health centers across the region and has worked tirelessly on behalf of those patients for affordable, quality health care. On behalf of the more than 60,000 women Planned Parenthood health centers serve, we thank Senators Klobuchar, Franken and Johnson for standing up for women's health by defeating the Nelson/Hatch amendment," said PPMNS President and CEO Sarah Stoesz.

The current Senate bill contains compromise language on abortion that prohibits federal funding for abortion, while ensuring that women can use their own money to purchase private insurance that covers comprehensive reproductive health care.

The U.S. Senate held a procedural vote, called a motion to table, on the Nelson/Hatch amendment. The motion to table passed 54-45, thus cutting off debate on the Nelson/Hatch amendment and defeating it.

"As a health care provider, Planned Parenthood is committed to passing health care reform that will guarantee affordable, quality health care coverage for all, including access to comprehensive reproductive health care," said Stoesz.

Planned Parenthood will continue to work with its allies in Congress to pass health care reform and ensure that the final health reform legislation does not take benefits away from women.

Last week, Planned Parenthood and 60 other organizations, representing the Coalition to Pass Health Care Reform and Stop Stupak!, organized a DC Lobby Day attended by more than 1,000 supporters who traveled to DC to meet with their members of Congress and urge them to oppose Stupak-like language that would restrict women's health care access.

Way to go Senator Franken! Not only did Senator Franken give a fantastic speech in support of the Mikulski’s women’s health amendment…



...he ALSO stood up against the Senate's version of the Stupak amendment, the Nelson/Hatch amendment, speaking yesterday on the floor of the Senate to urge his colleagues to oppose the Nelson/Hatch amendment.

"The amendment stipulates that health plans cannot cover abortion services if they accept even one subsidized customer—even if the abortion coverage would be paid with the private premiums that health plans received directly from individuals," Franken said. "If adopted, this would mark the first time in federal law that we would restrict how individuals can use their own dollars in the private health insurance marketplace." (via Star Tribune)

Thank you Senator Franken for working hard to pass health care reform that takes women forward, not backward!

Planned Parenthood Applauds Passage of Women’s Health Amendment

Planned Parenthood Minnesota, North Dakota, South Dakota today hailed the passage of the important Women's Health Amendment, offered by Senator Barbara Mikulski (D-MD), to the "Patient Protection and Affordable Care Act."  The amendment will guarantee health insurance coverage for women's basic preventive care and screenings at no cost to the patient.

"Ninety five percent of the care Planned Parenthood provides is primary and preventive, and the doctors and nurses who deliver that care witness on a daily basis the real need to ensure that women have access to critical tests, screenings, and regular check-ups. That's because preventive health care is life-saving health care," said PPMNS President and CEO Sarah Stoesz.

"Women of childbearing age spend 68 percent more in out-of-pocket health care costs than men, in part because of reproductive health-related needs.  It is time that women's health is made a priority, and providing affordable access to essential care is key.  We applaud Senator Mikulski and her colleagues for working to make sure that women are better off under health care reform," Stoesz said.

"Last year PPMNS provided more than 20,000 breast cancer screenings and over 17,000 cervical cancer screenings to women and families in need of health care. We see the need for meaningful health care reform each day in our 27 clinic throughout the region. On behalf of the more than 60,000 women and familes we serve each year, PPMNS would like to thank Senator Klobuchar (D-MN), Senator Franken (D-MN), Senator Conrad(D-ND), Senator Dorgan (D-ND) and Senator Johnson (D-SD) for supporting preventative health care for women in our region and across the country," said Stoesz.

The Women's Health Amendment would require health plans to cover comprehensive preventive care and screenings that address women's unique health care needs without cost sharing.  Currently, coverage of comprehensive preventive health care is not guaranteed at zero cost sharing under the bill - for example, regular well-women visits, breast exams, and contraceptive services are not required to be covered at zero cost-sharing.

This amendment would require that, in addition to the care and screenings specified in the recommendations of the United States Preventive Services Task Force (USPSTF), the women's preventive care outlined by the Health Resources and Services Administration (HRSA)-supported guidance would also be covered at no cost to patients.  The Women's Health Amendment is critical to guaranteeing that access to women's comprehensive preventive health care is increased under the health care reform bill.

Planned Parenthood teens advocate for sex ed

Teen Council, Planned Parenthood's all-star youth development program, had the privilege of stepping up to the podium on Tuesday, November 9th in front of the Minneapolis Public School Board committee to make an appeal for the inclusion of comprehensive sex ed in Minneapolis schools.Members of the Teen council   

The revision of the Minneapolis public schools health curriculum gives advocates for comp sex ed the perfect opportunity to advance their cause. Hello, Teen Council! Weeks in advance to the meeting, our Teen Council excitedly discussed and brainstormed what we wanted to present to the committee. Should we present irrefutable statistics about the raging numbers of STIs? Should we talk about how important sexual education is? Where do we start? Where do we stop? Can we beg? We decided unanimously that presenting statistics was ineffective; the committee could look up numbers if they wished-we wanted to connect personally with the committee. Our council drew up personal anecdotes about the sexual education we received.

The differences were alarming.

We quickly targeted the committee's concerns: they wanted kids to receive equal education. Since there was a lack of curriculum set concerning sex ed, this essential topic was left to the teacher's discretion. False information could be taught, a teacher could teach it in a biased fashion that casted a negative light on sexuality or opt not to teach it at all.  Our personal anecdotes exemplified these startling truths. Perfect. In addition, we outlined why we thought comprehensive sex ed was so important.     

Phoebe was our elected spokesperson, and it was her responsibility to weave together our outline and deliver it. Tuesday came quickly, and we were able to gather seven Minneapolis public schools attendees total. This bought us 10 minutes of speaking time.

Phoebe, with the help of Jaime, Emily and Carise, our all-star facilitators, and the rest of the council, was revising the speech up until she literally sat down to await her turn to speak. We were joined by other Planned Parenthood all-stars for support. We watched people appeal about various topics and our excitement fused with our anxiety. The committee looks so tired, I thought.  How well are they going to receive this?  They called Phoebe's name and all seven of us stood up as we made our way to the podium. We looked formidable. The audience straightened up in their seats. Phoebe's delivery was brilliant! Her speech was articulate and concise, she was gracious and assertive-she even made the committee smile! Most importantly, she really drove the point home. At the end, there was even applause. Do they even applaud at these things? Eventually there was a break and a member from the committee approached Phoebe and congratulated her and engaged her in a conversation. The Teen Council received warm compliments and recognition among many people there that fateful Tuesday.

It's moments like these where I feel so fortunate and proud to be apart of Planned Parenthood and the rights the organization strives to fight for and uphold.  Teen Council is ready to take hold of the podium again. Democracy is awesome.

Currently, the Deputy Superintendent is reviewing options around structural and systemic support for the Health Curriculum Adoption process—we hope that it will ensure that all middle school students receive sex education at least once between 6th-8th grade.

Experiences of a clinic escort

Nearly two months ago, I began volunteering as an escort for the Highland Park clinic.  I decided to do so because I firmly believe that a woman should have unimpeded access to legal medical care and procedures, whether it be relating to contraception or abortion.  As I have shared my experiences thus far with people I know, they have been shocked at some of the things the protestors say and do, both to patients and to me.  While I am not shocked, I am frustrated that these people are able to continue to represent themselves as reasonable, while they are anything but.

So far I've been told I will go to hell, I have a heart of stone, that I will have to answer to my maker on judgment day when I have "the blood of innocents" on my hands, and a myriad of other things. Yet I would still prefer the protestors aim their mistruths, half-truths, and flat-out lies my way than in the direction of the patients. What bothers me are the things they say to the patients, a few examples of which include:

  • -Birth control gives people strokes/birth control causes cancer.
  • -If you don't take the second pill, the baby can still live.
  • -You have a higher risk of getting cancer when you have an abortion.
  • -Follow-up care is vital, and they (PP) won't help you with it.
  • -They (PP) won't show you your ultrasound pictures.
  • -They (PP) will say/do anything to get your money.
  • -Numerous PP staff have left and now work for us.
  • -They (PP) are racist and encourage minority women to get abortions.


None of the above statements are true; indeed, they have all been proven false. Yet these myths are still perpetuated, to the cost of increased restrictions on abortion access, increased violence against abortion providers, and now, an attempt to effectively ban abortion from private and public insurance plans for millions of American women through a Stupak amendment.

If the healthcare reform package is passed with this amendment in place, what is the next step in whittling away women's rights to comprehensive health care? Why are the religious extremists able to have such a voice, while women who are impacted remain silent?

The Supreme Court has ruled that the right to choose abortion is guaranteed by the U.S. Constitution. If  any Stupak-like amendment make its way into the final health care bill, women will lose insurance funding for this procedure, cutting off access to the procedure for millions ofStop Stupak Petition women. This is patently discriminatory, as it denies women the right to a legal medical procedure.

My experience as an escort reaffirms the reasons I volunteered for Planned Parenthood in the first place, and has made me realize that silence on the part of pro-choice women and men is no longer acceptable. Our silence has helped the anti-choice movement achieve the restrictions currently in place, which force women to travel thousands of miles to obtain a legal, safe, medical procedure. Our silence has enabled the zealots to bring forth increased restrictions on medical insurance, whether it be purchased or provided. We can no longer remain silent - we must stand up for what is right and ensure that health care reform passes without a Stupak amendment or any other amendment that leaves women worse off after reform.

Senate moves to open debate on health care reform

The first thought that entered my mind when I learned that a health care bill had passed in the house was “what impact will this have on women's access to reproductive health services?” Unfortunately, it's a big one and not in the right direction. Despite the historic passage of a health care reform bill, it's coming at a big price. The Stupak Amendment would ban insurance companies from paying for a legally protected health service: Abortion. Let me repeat that. Abortion is a legally protected medical procedure and the Stupak Amendment is an blatant attack on women's access to reproductive health services. On Saturday, the Senate voted to bring health care reform to debate. Go here to read a New York Times article for more information on the vote. Now the real fight begins. Not only does the Senate need to pass their version, but it needs to be reconciled with the House version.This means it is now up to the Senate to push through a version of health care reform that ensures better health care access for everyone, which means a version without a Stupak Amendment.

 

How can we truly obtain reform if we take a step backwards? Health care reform should improve access to necessary health services for everyone, especially the poor. The Stupak Amendment hurts the very people health care reform is meant to help by taking away their options. It is not too late for action and we need to make our voices heard. Alright pro-choicers, this is the real deal here. When the House of Representatives passed its historic health care reform bill, it unfortunately contained an amendment that is antithetical to health care reform.  I am, of course, talking about the Stupak amendment—and if it makes its wayStop Stupak into the final bill, it would effectively ban abortion from public and private insurance plans for millions of American women.  This would amount to millions of women actually losing coverage under health care reform—a possibility that Planned Parenthood and millions of pro-choicers that support women’s access to a safe, legal abortion, cannot accept.

Health care reform is about expanding access to health care—not taking coverage away.

We are doing everything in our power to ensure that the Stupak Amendment does not make it into the final bill. But we can’t do it without your help.

A health care reform bill has finally passed through the house by a narrow margin. Unfortunately, the house bill contains an amendment, the Stupak/Pitts amendment, that is antithetical to health care reform’s major goal—to improve access to health care.  The Stupak/Pitts amendment would actually remove coverage for women, restricting their ability purchase even PRIVATE plans that include coverage for abortion. Planned Parenthood MN, ND, SD’s CEO, Sarah Stoesz sums up the implications:

“The Stupak/Pitts amendment violates the spirit of health care reform, which is meant to guarantee quality, affordable health care coverage for all. In fact, this amendment would create a two-tiered system that would punish women, particularly those with low and middle incomes, the very people this bill is intended to assist. The majority of private health insurance plans currently offer abortion coverage, and the Stupak/Pitts amendment would result in the elimination of private abortion coverage in the ‘exchange,’ the new insurance market created under health care reform, as well as in the public option, if one is created.

The Stupak/Pitts amendment is nothing more than an attempt by the U.S. Conference of Catholic Bishops and anti-choicers to hijack health care reform.  Most of the House members who voted in favor of Stupak/Pitts also voted AGAINST the entire health care package. “These single-issue advocates simply used health care reform to advance their extreme, ideological agenda at the expense of tens of millions of women,” Stoesz said.

So the next question is—- will this language make it into the final bill? That all depends on if the Senate is willing to stand up for women’s health.

A recent article MinnPost indicates that Amy and Al are opposed to the House bill’s language on abortion.

Amy’s take on the issue:

On Monday, Klobuchar said that she favored the Senate approach to the new House language.

"I prefer the Senate version because we basically were careful that we were not going to restrict that type of coverage — that an individual using their private money would be able to buy [a plan that includes abortion coverage]," said Klobuchar. "I think that was the right way to go. Hopefully we will be able to prevail."


And here are Al’s thoughts:

"I am not happy with it [the Stupak Amendment]," Franken said. "I mean it basically says that a woman cannot buy a policy on the exchange that covers abortion… even with [her] own money, and I think that that is not right and we will try to change it."

Thankfully in Minnesota we have two Senators who are willing to work to make sure health care reform takes us forward. Let’s hope they can influence the rest of the Senate to work toward that same goal.

Condemning the passage of the Stupak/Pitts Amendment

“Planned Parenthood condemns the adoption of the Stupak/Pitts amendment in HR 3962 this evening. This amendment is an unacceptable addition to the health care reform bill that, if enacted, would result in women losing health benefits they have today. Simply put, the Stupak/Pitts amendment would restrict women’s access to abortion coverage in the private health insurance market, undermining the ability of women to purchase private health plans that cover abortion, even if they pay for most of the premiums with their own money. This amendment reaches much further than the Hyde Amendment, which has prohibited public funding of abortion in most instances since 1977.  
 
“Planned Parenthood serves tens of thousands of women every year through our health centers across the region and has worked tirelessly on behalf of those patients for affordable, quality health care. On behalf of the more than 60,000 women Planned Parenthood health centers serve, we have no choice but to oppose HR 3962. The bill includes the Stupak/Pitts amendment that would leave women worse off after health care reform than they are today, violating President Obama’s promise to the American people that no one would be forced to lose her or his present coverage under health reform.
 
“The Stupak/Pitts amendment violates the spirit of health care reform, which is meant to guarantee quality, affordable health care coverage for all. In fact, this amendment would create a two-tiered system that would punish women, particularly those with low and middle incomes, the very people this bill is intended to assist. “It is extremely unfortunate that the United States Conference of Catholic Bishops and anti-choice opponents were able to hijack the health care reform bill in their dedicated attempt to ban all legal abortion in the United States. Most telling is the fact that the vast majority of members of the House who supported the Stupak/Pitts amendment in today’s vote do not support HR 3962, revealing their true motive, which is to kill the health care reform bill. These single-issue advocates simply used health care reform to advance their extreme, ideological agenda at the expense of tens of millions of women.   

“Planned Parenthood applauds the members of Congress who stood up for women’s health and voted to oppose the Stupak/Pitts amendment.  We will work with those members to rectify this travesty.

“As a health care provider, Planned Parenthood is committed to passing health care reform that will guarantee affordable, quality health care coverage for all, including access to comprehensive reproductive health care.  In the coming weeks, Planned Parenthood will work with its allies in the Senate to ensure that the United States Conference of Catholic Bishops and those who oppose abortion do not once again hijack the legislative process in their ongoing campaign to make abortion illegal.   Planned Parenthood will join forces with women and their families and health providers to ensure that health care reform does not take away benefits that most women with private health coverage have today.  Together, women and their allies are going to make their voices heard, so that they do not become second-class citizens in a newly reformed health care system in the United States.”

As you probably heard, our Governor, Tim Pawlenty had a large fundraiser in Minneapolis featuring guest speakers, Cliff (John Ratzenberger)  Jon Voight (of Deliverance and Midnight Cowboy fame), and a special call-in speech from Frasier (Kelsey Grammer).  They were all there to help Governor Pawlenty raise funds for his “Freedom First” PAC, which is raising funds to elect conservative candidates who are are putting “Freedom First.”

Well, guess what?? WE, too, have PAC that is also focused on putting Freedom First—Reproductive Freedom—- which given Governor Pawlenty’s anti-choice record, is probably not the kind “Freedom” he has in mind for his PAC.  

The Planned Parenthood Minnesota Political Action Fund recently launched an online fundraising campaign for our PAC in order to elect a Pro-Choice Governor in Minnesota in 2010, who supports reproductive freedom, as well as comprehensive sex ed, family planning, and other policies that reduce unintended pregnancies and STIs.

We don’t have Cliff or Frasier, but we do have the support of Minnesotans who are supportive of not letting the government interfere with the most private and personal decisions. We’d love to have your support too.  

So show your support for electing progressive, pro-choice candidates in Minnesota by making a donation to our PAC.  At the same time you’ll be sticking it Frasier and Cliff, showing your disapproval for Pawlenty not including Reproductive Freedom in his PAC.

Geography matters in access to health care

Reproductive health care decisions, for many women, have already been made—and they haven’t had any say in the matter.  For some, it's because they have no health insurance. For others, it's because they can’t afford to pay for treatment. And for many, it is a lack of access to a health care provider. Women may have the right to make their own decisions regarding their reproductive health, but that is often a moot point if their hands are tied by the factors described above. And unfortunately for the majority of women living in rural communities, this is exactly what can happen.

According to a report released by Planned Parenthood Minnesota, North Dakota, South Dakota on the state of rural women's health (download it here), "More than 94% of Planned Parenthood’s 64,000 patients are women, and nearly 60% live in rural Minnesota." That's around 38,000 women! There is a huge need here that has to be addressed, not only for Minnesota, but for rural women across our country. Health care reform can go a long way to helping improve the situation by making insurance more accessible and affordable, but what about access to health care providers?

When you live in an urban or suburban area, it's easy to take for granted how close you are to your doctor. But what if the nearest doctor was located more than an hour away, by car, and you lacked the transportation to get there? Again, the report shows that "more than half of Minnesota’s rural counties have been designated as health- professional shortage areas due to an inadequate number of primary care providers." Health care reform must also consider the huge factor geography can play in accessing health care.

A woman's ability to make critical health decisions or receive important preventative care shouldn’t be taken away simply because of where she lives.

Avoiding the anti-choice election trend

Okay, so hopefully it’s not really a "trend," but it’s troubling nonetheless. So last night, in the two gubernatorial elections that took place yesterday, two pro-choicer were defeated by two anti-choicers.

In New Jersey’s case, it was Chris “I am Pro-life” Christie who defeated incumbent Jon Corzine, and in Virginia, the beyond anti-choice, Bob “women working is detrimental to society” McDonnell managed to beat out state Pro-choice state Senator Creigh Deeds, despite McDonnell’s downright wacky views.  

I have to say—It scares me a little bit to think about the upcoming 2010 election when 36 states will elect their Governor.  Minnesota is one of those 36 states. Anti-Choice Minnesota

Wouldn’t it be great to have an amazing Pro-Choice Governor in Minnesota ?  Think about it—Minnesota teens could FINALLY have comprehensive sex ed. We could build robust family planning programs that give our citizens access to basic health care. And we wouldn’t have to worry about what the next piece of crazy, invasive legislation that anti-choicers cook up.

Yesterday, a year from the 2010 elections, the Planned Parenthood Minnesota Political Action Fund launched a fundraising campaign to help ensure that the next Governor we elect is Pro-Choice.  We’ve now got less than one year to raise the funds to ensure that we help make that vision a reality.  

And let’s face it—you probably haven’t made up your mind about who you are personally supporting for Governor (at least I know I haven’t), but your contribution of 10 or 25 bucks could go a long way toward supporting a progressive, pro-choice candidate to be our next Governor.  

Make a contribution to elect a Pro-Choice Governor in 2010.

North Dakotan’s Make Women’s Helath Care a Priority!

Please take a minute to check out this slide show of North Dakotan's standing up for Women's Health!

Anti-choice groups are trying to use health care legislation to strip access to abortion and other reproductive health care from millions of women. If we don't act now, women may find themselves worse off after health care reform passes than they are now. On October, 20th 2009 during the National Day of Action North Dakotan's stood up against these appalling efforts.

These groups have two goals, both of which would have devastating consequences for women:

-- To make sure that reproductive health care is not part of the basic health care services that will be covered under reform.

-- To restrict or eliminate the role of Planned Parenthood health centers and other community health providers as participants in health care plans.

The bottom line: women's basic health care must be a priority, and that means women must not be worse off under health care reform. Reproductive health care must be covered and women must be able to access that care through providers they trust.

 

Sex Ed Rocked!

Thanks to all of you who attended last weekend’s Sex Ed Rocks benefit concert at the Hexagon Bar in Minneapolis! We estimate that over 300 people attended – I spend a lot of time in that bar, and I’ve never before seen so many women, or heard anyone utter the word “ovulation” before within its walls! Extra special thanks to the great bands who played – City on the Make, The Knotwells, Magic Castles, The Vignettes  and SHAHS  and to several great businesses and artists who donated prizes to give out during sex ed trivia. On that note, great job to all of you who still managed to give some great, well-informed answers to sex ed trivia, despite the bar atmosphere. By the end of the night, we raised over $600 for Planned Parenthood’s new program providing HIV education and testing to American Indian women and girls in Northern Minnesota, and we had a lot of fun and made a lot of new friends. We hope to do another show soon, and hope you’ll all join us again!

Q&A with the Rochester Teen Council as they Fight Homelessness

The Rochester Teen Council joined more than 150 people who spent the night sleeping in frigid temperatures to raise funds for and awareness of homelessness in Rochester.Teen council poses next to Comp Sex Ed Cardboard Box

The Teen Council built a box in support of comprehensive sex ed (because majority of homeless teens NOT with a family have runaway or been kicked out of the house due to pregnancy or sexual orientation) and made news,  appearing all over the Post Bulletin's photo album for the event.

We talked to two members of the Teen Council and asked them a few questions about why they participated in Cardboard Box City, why their work with the Teen Council is so important and what drives them to serve the community. “I participated in Cardboard Box City to gain the perspective of homeless teens on a day to day basis by spending the night in a box in frigid temperatures,” said Kathryn, a Teen Council Member. “I believe it helped me understand how privileged my peers and I are, and how important it is that people our age support causes such as Cardboard Box City to raise awareness of issues that are overlooked but so common in our society,” Kathryn said.

Kate, another Teen Council Member cited her concern for the community and drive to educate as her reason for participating.

Second Place Trivia WinnersI participated in Cardboard Box City because I believe that it's a cause worth fighting for, and worth talking about,” said Kate. “ If you keep people in the dark, how will they ever learn about what's out there? They won't. If people would just go out and volunteer once for a cause like this one, they could inform so many other people about homelessness,” Kate said. “There are many people that are homeless and we just tell them they have to move to another area. That's doesn't sound very kind hearted to me, if people would see homeless people and tell them where they could go for some food, shelter, or decent clothing that would be the community I only dream of; for now,” Kate added.

The evening was a meaningful one. Kathryn said, “My biggest take away from the night was waking up in the morning and realizing that I have a warm shower and bed to go home to. Then it hit me that homeless people do not have that luxury. It's really humbling to experience the feeling of privilege over others, and it makes me want to help that much more.

And Kate talked about service to the community as an essential part of her reason for joining.“It’s the work that we all do together. How we educate, advocate and serve our communities. I've known about teen council since it started and I've never lost interest in what we do. The work that Planned Parenthood does impacts the community in so many ways. I am so glad I've had the chance to get to work with Planned Parenthood, and I'm honored to work with every single Teen Council member.

So it passed committee…now what?

Last week, potential health care reform legislation finally made it out of committee and that means the real work now begins. The Senate has two versions and the House has three versions, so the process of creating one finalized piece of legislation from these competing bills will require some time. However, this is still a historical and important step in the right direction towards getting some version of health care reform to pass. To learn more about this historical decision, click here to read an article from The Guardian. This is a critical time for our country and none of us can afford to stand on the sidelines.

It is at this historic time that opponents of health care reform will be working their hardest to defeat or curtail the bill. That's why we all need to do our part by contacting our Representatives and Senators and let them know what matters to us on this issue. Not only do we, as concerned citizens, need to let our legislators know we want them to support health care reform, we need to encourage them to stand up for women's reproductive health as well. Soon the legislature will have to decide on what will go into the final bill and we need you ask them to vote no on any amendments that would limit a woman's access to reproductive health care coverage. So speak up and let your voices be heard. In the fight to protect and expand women's access to reproductive health care, we all can make a difference.
